GSAPS Student Receives the International Institute of Space Law (IISL) Paper Award

GSAPS master’s student Kim Seoyeon, (supervised by Professor Makoto Seta) received the “Prof. Dr. I.H.Ph. Diederiks-Verschoor Award” from the International Institute of Space Law (IISL) at the 77th International Astronautical Congress (IAC 2026), held in Antalya, Turkey, in October 2026.
This award is presented annually by the IISL Board of Directors to researchers aged 30 or younger who have published no more than five papers in past IISL Colloquium proceedings. It recognizes the best paper selected from those accepted for presentation at the Colloquium.
The winning paper is as follows:
“Reconceptualizing the ‘Threat of Force’ in Outer Space: A Behavior-Based Framework for Non-Cooperative RPO”
