本学教員による研究費の取扱いに係る不正行為について

平素は本学の研究活動にご協力賜り、厚く御礼申し上げます。
表題の件に関しまして、このたび、本学教員による研究費の取扱いに係る不正行為が判明し、調査結果を本学Webサイト上で公表しましたのでお知らせいたします。

不正行為の内容は、科研費を財源とした臨時雇用者（大学院生）の勤務について、業務管理者である本学教員が、大学に対して架空請求（カラ謝金）を行い、その後大学から臨時雇用者に対して支払われた謝金を現金で徴収した（研究費還流）というものです。
現状において、教員が業務管理者となり、研究指導を行っている学生を研究補助者として雇用するケースは多くあります。教員がその優越的地位を利用して、雇用した学生に指示し、架空請求や研究費還流を行うという行為は、当然ながら許されるものではありません。特に公的競争的研究（または教育）資金の場合は、納税者の税金を使わせていただいていますので、責任と罪は、より一層重くなります。

本学は、研究倫理教育の徹底をはじめ、不正防止の視点を踏まえた各種システムの構築や検収体制の見直し等、研究費に係る管理体制の整備を進めてきましたが、残念ながら、今回、このような不正行為が判明し、事態の重大性を深刻に受け止めています。

教職員の皆様におかれましては、ぜひ雇用管理のルールと研究費のルールを再確認いただき、引き続き適正な業務管理と研究費支出を行っていただきますようお願いいたします。
ルールを順守することが、学生のみならず、教職員の皆様自身を守ることになります。
また、研究費に関しては、大学が指定する研究倫理教育を必ず受講したうえで、適正に使用・管理いただきますようあらためてお願いいたします。

研究費不正が判明した場合、不正を行った教職員に対しては重いペナルティが課されます。さらに当該教職員だけではなく、研究機関としての信頼も大きく損なわれてしまいます。
教職員の皆様におかれましては、不正行為を起こさない、起こさせない環境づくりに、引き続きご理解とご協力をお願いいたします。

Misconduct Related to the Handling of Research Funds by a Faculty Member of the University

We would like to express our sincere gratitude for your continued cooperation in our research activities.
Regarding the subject matter, we would like to announce that we have disclosed the results of the investigation on our website following the discovery of misconduct by our faculty member regarding the handling of research funds.

The content of the misconduct was that our faculty member, who is the administrative manager, made a fictitious claim (fraudulent remuneration) to the University for the work of a temporary worker (a graduate student) funded by Grants‐in‐Aid for Scientific Research (KAKENHI), and subsequently collected in cash the remuneration paid to the temporary worker from the University (return of research funds).

Currently, there are many cases in which a faculty member becomes an administrative manager and employs a student to whom they provide research guidance as a research assistant. Of course, it is not permissible for a faculty member to use their superior status to instruct the employed students to make fictitious claims or return research funds. Especially because government-sponsored competitive research/educational funding involves taxpayer’s money, the liability and penalty are even more serious.

The University has been developing a management system for research funds, including thorough education on research ethics, the establishment of various systems in view of preventing fraud, and the review of the acceptance inspection system. However, unfortunately this misconduct has been discovered, and we take the severity of the situation seriously.

We ask all faculty and staff members to review the rules of employment management and research funds, and continue to carry out appropriate administrative management and research funding expenditures.
Observing the rules protects not only the students, but also the faculty and staff members themselves.
In addition, please make sure to take the research ethics education courses designated by the University, and use and manage research funds appropriately.

If research funds-related misconduct is discovered, the faculty and staff member who committed the misconduct will be subject to severe penalties. Furthermore, not only the faculty and staff member concerned, but also the credibility of the research institution will be greatly undermined.
We ask for your continued understanding and cooperation in creating an environment that does not result in or cause misconduct.
