新たな生活環境における留意事項
新年度が始まって既に一カ月が経過し、学生の皆さんも新たな生活環境に慣れてきた頃かと思います。３年以上も行動抑制を強いられてきた新型コロナウイルス感染症も５月８日（月）より感染症法における分類が２類相当から５類に変更されました。また、昨年の４月１日より成年年齢が２０歳から１８歳に引き下げられました。生活環境が変化したことによりこうした新たな生活環境の中で、皆さんが今後さまざまなトラブルに遭遇する可能性が高まってくるものと考えられます。十分に承知のことと思いますが、以下のような事項に留意しながら学生生活を送るようにしてください。
１．新型コロナ対策への向き合い方
（１）5類変更以降の配慮について
５類に変更されても新型コロナウイルスがなくなるわけではなく、また高齢者や持病のある方等を始めとして、感染による脅威が続いています。そうしたことを踏まえた上で他者とトラブルを起こさないよう、あるいは健康被害に合わないように心掛けてください。
（２）マスクの着用について
感染対策としてのマスクの着用について、政府は“個々人の判断”としており、早稲田大学も同様の方針を定めています。したがって、着用するか否かについては個々人の意志を尊重し、着脱に関するトラブルを回避するようにしてください。
２．成年年齢の引き下げへの向き合い方
（１）飲酒・喫煙等について
2022年４月１日より成年年齢は２０歳から１８歳に引き下げられましたが、飲酒や喫煙および競馬・競輪・競艇等については、従来通り２０歳未満は禁止されており、法律違反となります。
（２）様々な契約について
成年年齢の引き下げによって１８歳になれば、保護者の承諾を得る事なく契約を結べるようになりました。しかし、スマートフォンを経由した詐欺やマルチまがいの契約については、枚挙にいとまがないほど報道されております。騙す側から見ると新成人は格好の標的とも言えますので、十分に注意して断るときにはできるだけ早く、はっきりと拒否してください。万が一トラブルに巻き込まれた場合や、友人から相談を受けた場合には以下までご連絡ください。

Precautions for your new student life
Dear students,
As one month has passed since the beginning of the new academic year, we believe you all should now be adjusted to your new surroundings. Though Covid-19 meant over three years of various restrictions for students, starting from Monday, May 8, 2023, the classification of Covid-19 under the infectious disease law will be lowered from Category 2 to Category 5. Additionally, the legal age of adulthood in Japan was lowered from 20 to 18 in April last year. With this new, changing environment, there is a growing probability that you will encounter various types of troubles hereafter. Though you are already fully aware, we would like you all to heed the following information as you continue your university life.
1. Regarding Covid-19 precautions
a. Consideration after the change to Category 5
Even though the classification of Covid-19 has been lowered to Category 5, the coronavirus is still present and there are individuals such as the elderly or those with underlying medical conditions, etc., who are at risk should they be infected. Please be considerate not to cause trouble to others, or put the health condition of another at risk.
b. Wearing of masks
The wearing of masks as a preventive measure against the spread of Covid-19 has been left up to each individual’s discretion as announced by the Japanese government, and the University is adopting the same stance. Please respect each individual’s choice on whether or not to wear a mask.
2. Regarding the lowering of legal age of adulthood
a. Concerning drinking and smoking, etc.
Although the legal age of adulthood in Japan was lowered from 20 to 18 since April 1, 2022, activities such as drinking alcohol, smoking, gambling on horse racing, bicycle racing, or boat racing, etc., are still prohibited for those under 20 years old under the law.
b. Signing of various contracts
As the legal age of adulthood has been lowered to 18, once of age you will be able to sign contracts without the approval of your parents. However, we have received numerous reports of scams taking place through smartphones and multi-level marketing contracts. From the perspective of the perpetrator, young adults are an easy target so please be careful to turn down approaches quickly and clearly.
