合宿等、宿泊を伴う活動における新型コロナウイルス感染症感染予防の徹底について
7月30日以降に合宿等、宿泊を伴う活動を実施する際の感染予防策を以下に示します。宿泊を伴う活動においては、目的とする課外活動だけでなく、目的地へ(から)の移動、食事、休憩時間、就寝時などの生活稼働全般における感染予防策を徹底してください。7月13日付通知「夏季休業期間中の諸注意についても」も確認した上で、サークル三役等の役職者は、その責任において十分な事前準備と感染予防策を講じた上で合宿を実施してください。
記
１．活動期間を通した全般的な感染予防策
体調確認、練習・食事・入浴の時間以外では熱中症に配慮しつつマスク(不織布推奨)を着用、食堂・浴室・トイレ・洗面所などの密を避けるための工夫(利用時間を分けるなど)、手指の衛生、こまめな換気、黙食を徹底、一方向を向いての着席を行って下さい。車での移動の際は、窓をわずかに開けるなど外気を取込む換気、乗車人数をなるべく少なくする、車内で飲食をしない等、感染リスクを低減する配慮を行ってください。
２．出発前に行うこと
（１）体調確認
予定日７日前～前日において、次の事項に該当する学生は合宿参加を認められません。各サークルの役職者は、参加者の体調確認を行ってください。体調確認のため体温計の用意をしてください。
a）感染症に罹患している場合
b）発熱や咳等の症状があり、感染が疑われる場合
c）同居者が罹患した場合（寮、下宿の同室を含む）
d）保健所から濃厚接触者である旨の連絡を受けた場合
e）新型コロナウイルス感染者と発症2日前以降に、下記4.の1）～4）に該当する接触があった場合
f）予定日から14 日以前に政府から入国制限、入国後の観察期間を必要とされている国、地域等への渡航または当該在住者との接触がある場合
（２）宿泊先近隣の情報収集
現地で陽性者が発生した場合、保健所、宿泊施設等との調整が必要になります。滞在先の保健所の連絡先の確認、受診できる医療機関について事前に確認を行ってください。
３．合宿中に体調不良者、陽性者が発生した場合の対応
体調不良者、あるいは陽性者が発生した場合は、以下の対応を速やかに行うとともに、「サークル等で陽性者等が発生した場合の報告方法について」の記載内容に沿って学生生活課に連絡してください。また、体調不良者が発生したときの対応について、役職者を中心にサークル内で事前に決定し、参加者全員が了解した上で合宿を行ってください。なお、体調不良者が出たことによって活動中止や計画変更になった場合、当該体調不良者がサークル内で不利益を被らないよう十分に留意してください。

（１）現地で体調不良者が発生した場合
体調不良者(のどの違和感、倦怠感、頭痛、体温37.5度以上などの症状が一つでもある場合)は速やかに帰宅してください。帰宅後ただちに医療機関を受診し、受診結果をサークル役職者と大学へ報告してください。また体調不良者が発生した段階で、役職者は体調不良者に対する濃厚接触者に相当する接触があった学生(以下、濃厚接触相当者)を特定してください。濃厚接触相当者は即時活動を中止し、体調不良者の受診結果が判明するまではすべての活動を控え、自主隔離をしてください。
2名以上の体調不良者が発生した場合、原則、合宿を中止し、速やかに全員帰宅してください。活動継続により参加者内に感染が拡大するリスクがあるとともに、上記体調不良の後、高熱がでることがあり動けなくなってしまう可能性があります。また、合宿先によっては、東京等の大都市と比べ、医療体制が万全でない場合があります。現地の医療機関を非常にひっ迫させる事態を避けなければなりません。現地からの帰路は、厳重な感染対策(不織布マスク着用のうえ会話はしない)を行ってください。
（２）現地で陽性が確認された場合
現地で、陽性が確認された者（以下、陽性者）が一人でも発生した時点で、原則、合宿を中止し、速やかに全員帰宅してください（陽性者や保健所等の調整を行う担当者等を除く）。なお、陽性者・濃厚接触者が発生した場合、以下の点に留意した対応が求められます。医療機関や自宅への移動手段の確保（民間の移送サービスの利用や家族の送迎等）や、合宿中止後もしばらく現地に残り、保健所や家族等への連絡・調整等の対応を行う必要が出た場合の担当者の選定を事前にサークル内で調整してください。
① 陽性者は、入院・宿泊療養施設等への移動に際し、公共交通機関が利用できなくなります。
② 陽性者は、入院・宿泊療養施設等への移動までの間、宿泊施設での延泊が必要になる可能性があります（自治体によっては、入院・宿泊療養施設が提供されない場合があります）。
③ 濃厚接触者には入院・宿泊療養施設が提供されないため、公共交通機関を使わずに帰宅するか、宿泊施設で延泊する必要があります。
④ 体調不良者が出たことで活動を中止した場合、キャンセル料等の負担がかかることがあります。現地での調整や経費負担は、サークルや当事者自身で行うことになります。
（３）体調不良者が帰宅後陽性者となった場合
原則、合宿を中止し、速やかに全員帰宅してください。濃厚接触者に該当しない者でも現地からの帰路は、厳重な感染対策(不織布マスク着用のうえ会話はしない)を行ってください。
陽性者と濃厚接触に相当する接触があった学生は、帰宅後7日間の自主隔離と健康観察を行ってください。
（４）合宿終了後に陽性者が出た場合
宿泊を伴う活動の終了日を 0 日として、2 日以内に参加者から陽性者が出た場合には、濃厚接触相当者は７日間の自主隔離と健康観察を行い、症状が出た場合は医療機関を受診してください。受診時は感染者と濃厚接触があった旨伝えてください。サークル活動全体を一旦停止してください。
４．濃厚接触に相当する接触およびその記録について
活動に加えて、合宿中の食事、休憩時間、就寝時など生活活動全般における行為も含めて接触相手を記録し、陽性者が発生したときに濃厚接触相当者を確定できるようにしてください。保健センターWebサイトに掲載されている「学生が新型コロナウイルス感染症に罹患した場合等の対応について」に記載の以下の基準に基づき、濃厚接触相当者を確定してください。
※濃厚接触者の記録が不十分な場合には、活動参加者全員が濃厚接触相当者となります。
1）感染者と飲食時にマスク無しで会話を共にした。
2）適切な感染防護なしに感染者を介護した。
3）感染者の飛沫（くしゃみ、咳、つば等）に直接触れた可能性が高い。
4）１メートル以内の距離で、感染者とマスク無しで15分以上の接触（会話）があった。
（例）
・感染者と相部屋で就寝
・前述した車内での感染防止対策をせずに、感染者と同じ車で移動

Regarding Taking Thorough Precautions to Prevent COVID-19 infection in Activities Involving Overnight Stays, Such as Circle Training Camps
The following is a list of precautions against infection in activities involving overnight stays, such as circle training camps from July 30. Please take thorough precautions against infection not only in the intended extracurricular activities but also in all aspects of daily life, including transportation to/from the destination, meals, breaks, and bedtime, etc. Please also refer to “Regarding the notes on the summer holidays (July 13, 2022)” and make sure that the representatives and other members in charge of the circle are responsible for taking sufficient advance preparation and precautions against infection before conducting the camp.
1. General precautions against infection throughout the activity period
Please check your physical condition, wear a mask (non-woven mask recommended) with preventing heatstroke when not practicing, eating, or bathing, and avoid close-contact settings in the cafeteria, bathrooms, toilets, and washrooms (e.g., using separately by time unit), practice hand hygiene, ventilate frequently, eat silently, and sit facing the same direction. When traveling by car, please take measures to reduce the risk of infection, such as opening windows slightly to let outside air in, keeping the number of passengers as small as possible, and not eating or drinking in the car.
2. What to do before departure
(1) Confirmation of physical condition
In you meet the following cases from 7 days prior to the scheduled date to the day before the scheduled date, you will not be allowed to participate in the camp. The representatives and other members in charge of the circle must check the physical condition of each participant. Please prepare a thermometer for physical condition check.
(a) When you are infected
(b) When you have symptoms such as fever and cough and you are suspected of having an infection
(c) When your roommate has an infection (including roommates in dormitories and boarding houses)
(d) When you are identified as a close contact by the public health center
(e) When you contact with a person infected with COVID-19 that corresponds to 1) to 4) of 4. below on or after 2 days prior to the onset of the disease.
(f) When you travel to a country/region where the government has imposed restrictions on entry or required a period of observation prior to 14 days before the planned date of entry, or travel to this country/region. When you have contact with the resident of that country/region.
(2) Gathering information on the neighborhood where you will be staying
If a participate has tested positive for COVID-19 on-site, coordination with the public health center, accommodations, etc. will be necessary. Please confirm the contact information of the public health center where you will be staying and the medical facilities where you can receive treatment in advance.
3. When a participate becomes ill or has tested positive for COVID-19 during the camp
When a participate becomes ill or has tested positive for COVID-19, please take the following measures as soon as possible and report to the Student Affairs Section in accordance with the information in “How to Report the Occurrence of a Person Has Tested Positive for COVID-19 in a Circle, etc.”. In addition, please make a decision in advance within the circle, led by members in charge of circle, on what to do in the event that a participant becomes ill, and make sure that all participants agree to this before the camp is held. If activities are cancelled or plans are changed due to the occurrence of an ill person, please make sure that he/she will not be disadvantaged within the circle.

(1) When a participant becomes ill on-site
Those who become ill (i.e., those with symptoms such as throat discomfort, fatigue, headache, or a temperature of 37.5 degrees Celsius or higher) should return home immediately. After returning home, please immediately seek medical attention and report the results to your circle representatives and the university. When a participant becomes ill, the representatives should identify the participant(s) who had contact with the person who is ill (hereafter referred to as “the person who had contact with the ill person”). The person who had contact with the ill person should immediately cease all activities, refrain from all activities until the results of the medical examination of the ill person are known, and voluntarily self-quarantine.
When two or more participants become ill, the camp must be cancelled in principle and all participants must return home as soon as possible. There is a risk of spreading infection among the participants by continuing the activities, and there is also a possibility that the participants may develop a high fever and become immobile after the aforementioned illnesses. In addition, some camps may not have a complete medical system compared to large cities such as Tokyo. We must avoid a situation where local medical facilities become extremely strained. Please take strict measures to prevent infection (wear a non-woven mask and do not talk) on the way back from the site.
(2) When a participant who has tested positive for COVID-19 on-site
When even one person who has tested positive for COVID-19 (hereafter referred to as “a person who has tested positive for COVID-19”) is confirmed on-site, the camp should be cancelled in principle and all participants should return home immediately (excluding a person who has tested positive for COVID-19 and members in charge of coordination at the public health center, etc.). In the event of the occurrence of a person who has tested positive for COVID-19 or a close contact, the following points must be taken into consideration. Please coordinate in advance within the circle to secure means of transportation to medical institutions and home (use of private transportation services, transportation by family members, etc.) and to select a member in charge who will remain at the site for a while after the camp is canceled in case it becomes necessary to contact and coordinate with the public health center and family members, etc.
① A person who has tested positive for COVID-19 will not be able to use public transportation when traveling to/from medical institutions and recovery accommodation facilities.
② A person who has tested positive for COVID-19 may be required to stay an extra night in an accommodation until they are transferred to medical institutions and recovery accommodation facilities (some municipalities do not allow non-residents to use the medical institutions and recovery accommodation facilities).
③ A close contact is not allowed to use medical institutions and recovery accommodation facilities and must return home without public transportation or stay an extra night in an accommodation.
④ If an activity is cancelled due to someone becoming ill, cancellation fees and other expenses may be incurred. Local coordination and cost burden will be done by the circle or the party itself.
(3) When ill person has tested positive for COVID-19 after returning home
The camp must be cancelled in principle and all participants must return home immediately. Even those who are not identified close contacts should take strict infection control measures (wear non-woven masks and do not talk) on the way home from the camp.
Participants who have had equivalent to close contact with a person who has tested positive for COVID-14 should voluntarily self-quarantine and keep observing your own health for 7 days after returning home.
(4) When a participant has tested positive for COVID-19 after the end of the camp
If a participant has tested positive for COVID-19 within 2 days of the end of an activity involving overnight stay, setting the end of the activity as day 0, the person who had contact with the ill person should voluntarily self-quarantine and keep observing your own health for 7 days, and if symptoms appear, visit a medical institution. When you visit it, please inform the staff that you had a close contact with an infected person. Please suspend all circle activities temporarily.
4. Regarding having equivalent to close contact and recording of such contact
Please record all contacts, not only in the activities but also at meals, breaks, bedtime, and other general daily activities during the camp, so that when a participant has tested positive for COVID-19, the person with whom the participant has had contact with the ill person can be identified. Please identify who had contact with the ill person with whom based on the following criteria as described in “Guidelines When Students Are Diagnosed with Novel Coronavirus Disease ” on the Health Support Center’s website.
*In the case of insufficient records, all participants in the activity will be considered as the person who had contact with the ill person.
1) Shared a conversation without a mask when eating or drinking with an infected person.
2) Cared for an infected person without proper infection protection.
3) Direct contact with droplets (sneezing, coughing, spitting, etc.) from an infected person is likely.
4) Contact/conversation with an infected person at a distance of 1 meter or less for at least 15 minutes without a mask.
(Example)
Sleeping in a shared room with an infected person
Traveling in the same car as an infected person without taking the aforementioned measures to prevent infection in the car.
