夏季休業期間中の諸注意について

　7月30日から夏季休業期間に入ります。「課外活動の段階的な再開について（第15報）」にて、感染予防策を講じることでサークル合宿の実施を認めることとしましたが、サークル等学生団体からの新型コロナウイルス感染症の陽性者報告は続いており、感染症が終息したわけではありません。以下に記す注意事項を厳守し、引き続き感染予防に努めてください。

・ワクチン接種が進んでいますが、3回のワクチン接種が済んでも感染リスクがなくなるわけではありません。引き続き、感染予防に細心の注意を払ってください。

・予防を徹底しても感染することがあります。課外活動の実施前後に感染した場合や濃厚接触者に認定された場合、所属学部への報告の他、幹事長等を通して、速やかに学生生活課（[email protected]）まで報告してください。

・合宿先で新型コロナウイルス感染症が疑われる体調不良者が発生した場合、現地の医療体制等を考慮して対応する必要があります。不用意に救急車を呼ぶ、事前連絡なく医療機関に押し掛けるなど、現地の医療体制を逼迫させるようなことがないよう、適切に対応してください。また、事前に現地の情報をしっかり確認する他、新型コロナウイルス感染症の陽性者や濃厚接触者が発生した場合の対応や移送手段の確保等の入念な準備を行ってください。

・感染症に不安を感じている学生や体調不良者に対して合宿への参加を強制することは絶対にやめてください。

・今後の感染状況によっては、再度、合宿が禁止される場合があります。これまで複数のサークルから、旅行会社とのキャンセル料の支払いに関する相談を受けています。旅行会社と複数年契約を交わしており、キャンセルが認められなかった、キャンセルの手続きが間に合わず、多額のキャンセル料を請求されたというような事例が発生しています。各サークルは、あらためて旅行会社との契約の有無やその内容を確認し、キャンセルに伴う各種リスクに備え、慎重に対応するようにしてください。また、合宿直前に体調不良が認められた場合、合宿への参加を禁止します。なお、体調不良者が多数発生した場合等は、速やかに合宿をキャンセルしてください。キャンセル料については、大学での補填は行いません。

・サークル等を単位とする大人数での懇親会、飲み会、打ち上げ等の実施は引き続き禁止します。合宿先等で飲み会の実施等が認められた場合、サークル全体の活動停止処分等のペナルティを課します。サークル三役だけでなく、参加者一人ひとりの自覚ある行動をお願いします。

・夏季休業期間中は学外の施設等で活動を行う機会も増加します。下記URLに記載されている課外活動における基本的ルールや安全対策、事件・事故が発生した際の対応について、あらためてサークル全体で確認を取るようにしてください。

・夏季休業期間中は開放的な気分になりますが、公共の場での振る舞い、SNS上での発言などで迷惑行為を行わないようにしてください。高田馬場駅前ロータリーや近隣公園等での一部学生の行動については、多くの苦情が寄せられています。早大生としての高い自覚を持ち、周囲への配慮を心に留めてください。

Regarding the notes on the summer holidays

The summer holidays will begin on July 30. We have permitted circle training camps provided that the precautions against infection are taken. Please refer to “On the Phased Resumption of Extracurricular Activities (July 13, 2022)”. However, there are still reports of people who have tested positive for COVID-19 from circles and COVID-19 has not yet ended. Please take the following precautions and continue your efforts to prevent infections.

・Vaccination is progressing, but even after third dose of vaccination, the risk of infection does not disappear. Please continue to pay close attention to infection prevention.

・Even with thorough prevention, infection can still occur.　If you are infected or identified as a close contact before or after engaging in extracurricular activities, please report it immediately to not only your faculty office but also the Student Affairs Section ([email protected]) through the representative, etc.,

・If a person with suspected COVID-19 infection becomes ill at the circle training camp, it is necessary　to respond in consideration of the local medical system and other factors. Please respond appropriately so as not to put pressure on the local medical system, for example, by calling an ambulance or visiting a medical institution without prior notice. In addition to confirming local information thoroughly in advance, please make careful preparations for handling cases of people who test positive for COVID-19 or close contacts as well as for securing means of transportation.

・Please do not force students who are concerned about infection or who are ill to attend circle training camps.

・Circle training camps may be prohibited again depending on the future infection situation. We have received consultations from several circles regarding the payment of cancellation fees with travel agencies. There have been cases where the circle has signed a multi-year contract with a travel agency and the cancellation was not approved, or the cancellation was not processed in time and a large amount of cancellation fee was charged. Each circle is advised to check again whether or not they have contracts with travel agencies and the details of such contracts, and to be prepared for various risks associated with cancellations and to be cautious in handling them. In addition, if a participant is found to be unwell prior to the camp, he/she will be prohibited from participating in the camp. In the event that a large number of participants are found to be unwell, etc., please cancel the camp immediately. The university will not compensate for cancellation fees.

・Large group gatherings, drinking parties, launches, etc. in unit of circles, etc. will continue to be prohibited. If any drinking parties, etc. are found to have taken place at the camp, etc., the entire circle will be penalized by suspension of activities. We ask not only the representatives and other members in charge of the circle but also each participant to act consciously.

・During the summer holidays, there will be more opportunities to practice at off-campus facilities. Please make sure that all circle members are familiar with the basic rules and check items for safety measures for extracurricular activities listed in the URL below and what to do in case of incidents or accidents.

・During the summer holidays, you may feel liberated, but please do not cause trouble by behaving in public places or making comments on social networking sites. We have received many complaints about the behavior of some students in the rotary in front of Takadanobaba Station and in nearby parks. Please have a high awareness as a Waseda University student and be mindful of your surroundings.
