秋学期以降の課外活動の段階的な再開方針について(第2報)

 

本学は8月2日(日)以降、課外活動を段階的に再開しています。これまで多くの皆さんが感染予防策を徹底してきたことで、学内の感染者も抑えられています。そのため、秋学期授業が開始する9月25日(金)以降、下記のとおり課外活動における制限を緩和することとします。また、今後も感染者が抑えられている状況が続いた場合は、10月中旬頃を目途にさらなる制限緩和を行っていく予定です。

一方で残念なことに一部のサークル等において、禁止されている飲み会の実施や発熱等の自覚症状がある中で課外活動に参加している事例が発生し、陽性者や濃厚接触者が出る事態も確認されています。違反行為が認められたサークル等には、活動停止や便宜供与の停止などの処分を行っています。早大生としての自覚を持ち、感染予防に努めてください。

秋学期以降においても、学内においてクラスターが発生したり、社会において感染が拡大したりした場合には、やむを得ず再び活動自粛の要請や学生会館の閉館を行う可能性があります。状況次第では、秋学期における対面授業を中止せざるを得ないかもしれません。8月2日(日)に田中総長が皆さんに送った「夏休みの過ごし方と秋学期について」を今一度読んでください。感染予防を徹底するなど、学生生活課が示したルールを遵守して、課外活動を行ってください。

なお、市中感染が発生している現状では、私たち一人ひとりがいつ感染してもおかしくありません。自身、家族、友人などが感染した場合には、速やかに大学に連絡を行うようお願いします。また、感染者への誹謗中傷は絶対にやめてください。

本学は、学生ならびに教職員の生命と健康を守ることを最優先としながら、大学の本来の機能をできるだけ早く再開できるよう、今後の対応を検討していきます。あらためて皆さんの理解とご協力をお願いします。

 

 

1.課外活動の制限緩和内容について

(1) 7月20日(月)付通知「8月2日以降の課外活動の段階的な再開について(第1報)」の内容を9月24日(木)まで継続します。

(2) 9月25日(金)以降、上記(1)の内容に加え、連盟・企業等、法人格を持った団体が主催する大会等への参加について、事前に大学の承認を得たもののみ認めます。大会等への参加にあたっては、以下のルール、注意事項を遵守してください。

  • 従来の課外活動における感染予防策に加え、主催団体が定める感染予防策を厳守してください。
  • 活動日の14日前までに必ず「合宿・遠征届(大会参加用)」を学生生活課に提出してください(9月に実施される大会については、資料がまとまり次第、提出してください)。内容を確認し、参加の可否を回答します。活動日の14日前が事務所閉室日の場合、閉室日の前日までに提出してください。
  • 学生サークル等が主催する大会等への参加は認められません。

 

(3) 上記(2)の参加にあたり、やむを得ず宿泊が必要な場合、大学の承認を事前に得たものに限り宿泊を認めます。宿泊にあたっては、以下のルール、注意事項を遵守してください。

  • 活動日の14日前までに所定の申請書「大会等への参加に伴う宿泊許可申請書」を「合宿・遠征届(大会参加用)」と共に学生生活課に提出してください。内容を確認し、可否を回答します。活動日の14日前が事務所閉室日の場合、閉室日の前日までに提出してください。
  • 申請書に記載されている基準に満たさない場合、宿泊は認められません。

 

(4) サークルやサークル会員の自主的な集まり等による飲み会やコンパ、打ち上げ等の実施は、12月末日まで固く禁止します。

Dear Students,

 

Since Sunday, August 2, Waseda University has been easing restrictions on extracurricular activities in stages. Because of your cooperation in preventing the spread of the coronavirus, we have had very few cases of infection within the University to date. As such, the University has decided to further ease the restrictions stated below starting on Friday, September 25. If the situation is under control, we may relieve even more restrictions in the coming mid-October.

Having said so, unfortunately, a small number of student clubs have broken the rules. We have received cases of student clubs holding drinking parities and students participating in club activities even though they were feeling unwell—such as experiencing a fever. Cases of infected students coming in close contact with other students during club activities have also been confirmed. We would like to remind you that students clubs found breaking the rules will be dealt with accordingly. If a club is found guilty, all its club activities may but suspended and all support may be terminated. Please make sure that you carry out preventative measures accordingly.

Depending on how the situation of the coronavirus unfolds, we do not rule out the possibility of having to close down the Student Center and suspend club activities again in the upcoming semesters. In addition, face-to-face classes may also be cancelled altogether. We would like to urge you to revisit the message delivered to you by President Aiji Tanaka on August 2 titled “Summer Holidays and Autumn Semester 2020“. Please strictly follow the rules set by the Student Affairs Section and ensure preventative measures are in place when carrying out club activities.

Under the current situation where community-acquired infection occurs on a daily basis, anyone can be infected with the coronavirus. If any of your family members, friends or yourself becomes infected, please inform the University immediately. Please also be sensitive to those who are infected and refrain from passing negative remarks about them.

The University places top priority in ensuring the health and well-being of all students, faculty and staff. We will continue to stay committed to the cause while working on how we can resume the full function of the University.

Ease of restrictions on extracurricular activities

(a)  The details in “Gradual resumption of extracurricular activities from August 2” posted on July 20 will continue to be in effect until September 24.

(b) In addition to the information in (a), student clubs will be able to participate in competitions organized by organizations approved by the University starting on Friday, September 25. When participating in such competitions, please strictly obey the following instructions.

  • On top of the preventive measures stated by the Student Affairs Section, you are to follow any additional preventive measures laid out by the organizing bodies.
  • You are to submit a training camp/excursion approval form (Gassuku-Ensei Todoke)* to the Student Affairs Section at least 14 days before the start of the activity (For activities taking place in September, submit the necessary documents as soon as they are ready). The Student Affairs Section will review your application and notify you the application results accordingly. If the Student Affairs Section is closed 14 days before the start of the the activity (e.g. due to university or public holiday), you are to send in your application before the closing day.
  • Please take note that participating in competitions organized by student clubs is strictly not allowed.

(d) Please take note that drinking parties and other social gatherings organized by student clubs will continue to be banned until the end of December.
