【Abstract】
In 2023, a major used car dealer was exposed for making fraudulent insurance claims, which garnered much media attention. The fact that the dealer, which had close ties with non-life insurance companies, was an insurance agent while also in the auto repair business is said to have led to this incident.
As there was also the issue of price controls on insurances for companies, the Financial Services Agencies established the “Expert Panel on Structural Issues and Competition in the Non-Life Insurance Sector,” which published a report this past June.
The issues facing insurance agents are common across the world and universal in nature, and with high interest from the industry, they must be addressed. It is also hoped that new technology will provide clues for a solution.
Therefore, this symposium invites Professor Christian Armbrüster of Freie Universität Berlin (Germany) and Professor Hideaki Otsuka of Waseda University (Japan), from the perspective of comparing the regulations on the insurance sector in Japan and Germany.
