In Japan, the “Open Access Policy” mandates the immediate release of academic papers and data related to competitive research funding, starting with new applications for FY2025. In accordance with this policy, Waseda University recognizes the urgent need to promote understanding among researchers and strengthen its support system. We are now pleased to host an awareness-raising event to consider how we can contribute to the world in disseminating research results. Experts from the UK Research and Innovation Institute (UKRI), Yale University (USA), and the National Institute of Science and Technology Policy (NISTEP) of the Ministry of Education, Culture, Sports, Science and Technology (MEXT) will be invited to participate in an international symposium titled “How universities can contribute to the world by making research results open access”. We look forward to your participation.

Kazuhiro Hayashi
Director of Research Unit for Data Application at National Institute of Science and Technology Policy(NISTEP)
Kazuhiro Hayashi has been engaged in research and practice at the intersection of science, society, and the transformation of both (open science) centered on the transformation of academic information distribution, beginning with the digitalization and commercialization of the Chemical Society of Japan’s English journal, a project he has been involved in since approximately 1995. At the Chemical Society of Japan, Kazuhiro has considered and made improvements based on practical experience in a wide range of phases, including electronic peer review, XML-based publishing, enhancements to J-STAGE, and the establishment and promotion of the e-journal business, to make the journal one of the fastest e-journals in the world. In 2005, he initiated Open Access support and conducted technical validation for e-book (ePub) compatibility. In 2012, Kazuhiro joined the National Institute of Science and Technology Policy (NISTEP) under the Ministry of Education, Culture, Sports, Science and Technology (MEXT), where he conducts research in policy science. In addition to research on science and technology forecasting, Kazuhiro is engaged in research and practice on open science and policy making.

Sara Ball
Strategy Lead at UK Research and Innovation
Sara Ball is a Strategy Lead for Open Science at UK Research and Innovation (UKRI). Sara has worked in Open Science strategy and policy for over seven years. She currently leads on implementation of the UKRI open access policy, which is the first single open access policy across UKRI Councils. As part of this role, she co-chairs the UKRI Open Access Stakeholder Forum: a key network bringing together representatives from across the research and publishing sectors. Sara also currently leads a project to engage with repository and publishing communities to develop a roadmap for improving the research information landscape, to guide work across the UK sector. Sara has a range of policymaking skills and knowledge, including analysis and use of evidence, advising and briefing, monitoring and evaluation, equality, diversity and inclusion impact assessment, and stakeholder management. She has represented UKRI and the UK at national and international fora, including across UK government funders, cOAlition S, Science Europe and UNESCO. In partnership with other UK government funders, she led a project to assess the challenges and opportunities around open access for low- and middle-income countries, which has helped inform global policy. Sara has a background is in science, and she has a PhD from the University of Reading (UK) / UK Centre for Ecology & Hydrology. In between completing her PhD and starting her career in strategy and policy, Sara worked as a researcher and then as a peer review manager for funding applications at the Biotechnology and Biological Sciences Research Council (UK).
Daniel Dollar
Associate University Librarian for Scholarly Resources
Daniel Dollar is the Associate University Librarian for Scholarly Resources at Yale Library, a senior-level role leading teams of colleagues in Access Services, Assessment & User Experience Research, Preservation & Conservation Services, Resource Sharing, and Scholarly Communication & Collection Strategy. He started his professional career at the University of Connecticut Health Center in 1999 before joining Yale University in 2001 at the Cushing/Whitney Medical Library. Daniel has championed the concept of “collections as service” and emphasized the importance of collaborative networks in supporting research and learning. He has written and presented widely on topics in collection development, digital scholarship, and scholarly communication. Daniel represents Yale Library as a founding partner of Research4Life – a public/private partnership with the United Nations to increase the participation of researchers from lower-income countries in the global research community to help advance the UN Sustainable Development Goals. Daniel has a master’s degree in library science from the University of Maryland and a bachelor’s degree from Appalachian State University. He was a 2022 UCLA Library Senior Fellow.

Mikiko Shimaoka
Professor, URA, Research Strategy Center, Waseda University
PhD in Public Management from Waseda University. After working as a manager at an international NGO, Mikiko Shimaoka worked as a special researcher at the Governance and Capacity Group of the Institute for Global Environmental Strategies (IGES), and as an assistant at the WBS Research Center, School of Commerce, Waseda University. She is currently an associate professor at the Research Strategy Center, Waseda University, and holds a joint appointment as a professor at the School of Health Innovation, Kanawaga University of Human Services. As a URA faculty member at Waseda University, Mikiko is responsible for promoting research in the humanities and social sciences.
Mikiko has been involved in entrepreneurship education since 2014, developing practical classes on design thinking, lean startup, and other methods. She is a certified coach accredited by the Foundation for Lifelong Learning and Development, and is working on introducing coaching into education. She serves as the assistant representative for the Waseda University Program under the Greater Tokyo Innovation Ecosystem (GTIE), which is led by the University of Tokyo, Tokyo University of Science, and Waseda University. Mikiko is also a forum coordinator for the Human Resources Division of the Institute of Management Research (IIMR), a member of the expert committee for the Ministry of the Environment’s “Regional Recycling and Symbiosis Zone Project,” and an ambassador for the promotion of entrepreneurship appointed by the Minister of Education, Culture, Sports, Science and Technology.
