Student Compensation System (Compensation for Injury)

Compensation target

The scope shall be physical injury due to a sudden and accidental external accident received during “educational/research activities” of the university. Due to this, illnesses shall not fall within the scope.

“Educational/research activities” refer to activities:

  1. During regular curriculum
  2. During a school event
  3. While in on-campus facilities
  4. During extracurricular activities (on/off campus)
  5. During commuting
  6. During transportation between facilities

“Sudden and accidental external accidents” refer to injuries caused by an external force once. Due to this, repeated injuries (*by one becoming prone to the injury), such as [dislocation (recurrent dislocation) (habitual dislocation)] shall not fall within the scope.

Details of “during activities”

1.During regular curriculum

This refers to the time during which one attends lectures, laboratory work/field work, classes through seminars or practical training (the above shall hereinafter be generally referred to as “class”), including the following time periods.

(1) While one works on the Bachelor’s Thesis research or thesis research for a degree under the instructions of supervising faculty.
However, this excludes time periods during which the indemnitee promotes this work mostly in his/her private life.

(2) While one prepares for or cleans up after a class under the instructions of supervising faculty or while one promotes research activities where classes are held, Waseda University Library/material rooms, or language study facilities.

(3) While one attends regular curriculum of another university (including overseas) based on the provisions under Article 28 of the Standards for Establishment of Universities and Article 15 of the Standards for Establishment of Graduate Schools.

(4) In case of a correspondence program student, while one attends in-person classes
In case of facilities off campus, one must submit the “Notification Form for Activities held Off-Campus” by 7 days before the activity start day excluding closed days (excluding Saturdays/Sundays/holidays/vacations) (the deadline must be strictly followed). Check the information below for where to submit the application.

You may also submit the official trip application for an official trip for an academic conference/research in advance in place of the above application. Refer to the “Research Expense Execution Manual” for details.

2.During a school event

While one participates in various school events (such as the Opening Ceremony, orientation, and Commencement) hosted by the university as part of educational activities. In case of facilities off campus, one must submit the “Notification Form for Activities held Off-Campus” by 7 date before the activity start day excluding closed days (excluding Saturdays/Sundays/holidays/vacations) (the deadline must be strictly followed). Check the information below for where to submit the application.

3.While in on-campus facilities

While one is in on-campus facilities owned, used, or managed by the university for educational activities. This shall also apply to weekends, holidays, and vacations (such as Summer Vacation). However, this shall not apply to time periods during which one is in the dormitory, time or place prohibited by the university, and when one’s conduct is prohibited by the university. *The scope shall be 4 or more days of an outpatient hospital visit to the medical institute.

4.During extracurricular activities (on campus)

While one promotes cultural activities or sport activities under the management of sport clubs under the Athletic Center/official circles (excluding time and actions prohibited by the university). Specifically, this refers to the following time periods.

  • While gathering and waiting at a specified location and time.
  • While a group is promoting activities, transferring, or on a break.
  • While waiting at a specified location and time in order to be dismissed.

4.During extracurricular activities (off campus)

The same as extracurricular activities in on-campus facilities shall apply. However, one must submit the “<For Circle>Notification Form for Activities held Off-Campus (including camp/tour)” by 7 days before the activity start date excluding closed days (excluding Saturdays/Sundays/holidays/vacations) (the deadline must be strictly followed). Check the information below for where to submit the application. Unless the application is submitted, reimbursement shall not be applicable.

5.During commuting

While one transfers between thier residence and school facility, via reasonable routes or means (excluding means prohibited by the university) for the purpose of attending school events or extracurricular activities such as university classes. *The scope shall be 4 or more days of an outpatient hospital visit to the medical institute.

6.During transportation between facilities

While one transfers between two locations, including facilities owned, used, or managed by the university for education and research and places where school events or extracurricular activities such as university classes are held, via reasonable routes or means (excluding means prohibited by the university) for the purpose of attending school events or extracurricular activities such as university classes. *The scope shall be 4 or more days of an outpatient hospital visit to the medical institute.

Where to submit the “<For Circle>Notification Form for Activities held Off-Campus (including camp/tour)” (for students)

  • Various activities of official circles: Student Affairs Section office (1F of the Student Center)
  • Various activities of sport clubs: Athletic Center (3F of the Waseda Arena)
  • Various activities of official circles of Undergraduate Schools/Graduate Schools: Office of the affiliation

Where to submit the “Notification Form for Circle Activities held Off-Campus (including camps/tours)” (for faculty and staff)

  • Class: Where the subject is located
  • School event: Where the event is held
  • Other: Main location where the activity is promoted

Those other than sudden and accidental external accidents

  1. Intention of the indemnitee
  2. Intention of the person who receives the compensation
  3. Conflict, suicide, or crime performed by the indemnitee
  4. Accidents caused while the indemnitee was operating an automobile or a motorized bicycle without legal operation qualifications or with the risk of not being able to properly operate the vehicle under the influence of alcohol
  5. Brain disease, illness, or insanity of the indemnitee
  6. Pregnancy, delivery, premature delivery, miscarriage, or medical treatment for surgery, etc. of the indemnitee However, this shall not apply to treatment for any injury compensated by this system.
  7. Earthquake, volcanic eruption, or tsunami
  8. War, use of foreign military force, revolution, insurrection, civil war, armed rebellion, and similar event or uprising (situation in which peace is significantly disturbed throughout or part of the country due to actions of a crowd or a group of many which is deemed to be a serious situation in maintenance of public peace)
  9. Illness and repeated dislocation, etc.
  10. Cervical compression syndrome (so-called “whiplash”) or lower back pain without objective symptoms regardless of the cause
  11. Exercise involving danger, mountain climbing, tobogganing, bobsledding, aircraft piloting, skydiving, hang glider riding, ultralight aviation travel, etc.
  12. Acute alcohol poisoning (due to lack of fortuitousness, which is part of the requirements for injury compensation, and the fact that it cannot be regarded as an injury)

Furthermore, sudden death due to heart attack, acute cardiac failure, subarachnoid cerebral hemorrhage, etc. and frostbites, etc. not satisfying the “sudden/accidental/external” requirements, such as a sudden heart attack while running, shall also be outside of the scope. “Free time” other than the activities, “side trip” during commuting, etc. shall be outside of the scope even if one is promoting activities.

The above are examples. Whether compensation is applicable or not depends on the accident case.

Depending on the activity, the applicable number of outpatient hospital visit days differs. Please refer to “Paid compensation types and amounts” for details.

*Only hospitalization shall fall within the scope of this system for accidents during activities of sport clubs under the Athletic Center. The “Sports Safety Insurance” shall be applicable to outpatient hospital visits. Please apply for the “Sports Safety Insurance” at the Athletic Center.

Paid compensation types and amounts shall be as follows. However, the final compensation amount shall be determined by the university.

Compensation for death/compensation for physical impediment

  1. In case of death within 180 days of the accident day
  2. In case of physical impediment within 180 days of the accident day
During activities of regular curriculum/school events/sport clubs under the Athletic Center
  • Compensation for death: Maximum of 12 million yen
  • Compensation for physical impediment: 540,000 – 18 million yen
While in school facilities/during extracurricular activities in facilities off campus/during commuting/while transferring between school facilities
  • Compensation for death: Maximum of 6 million yen
  • Compensation for physical impediment: 270,000 – 9 million yen

Compensation for medical fees (for treatment by doctors)

Please refer to the table below.

*The compensation for medical fees shall be paid based on the actual number of treatment days (actual number of days of hospitalization or outpatient hospital visit) from the day on which the student was injured and started the treatment until when the student was “able to return to normal life.” Note that the entire stretch of the treatment period does not fall within the scope.

However, compensation for medical fees shall not be claimed in addition to the “Sports Safety Insurance.” Due to this, only hospitalization shall fall within the scope of this system for accidents during activities of sport clubs under the Athletic Center. The “Sports Safety Insurance” shall be applicable to outpatient hospital visits. Please apply for the “Sports Safety Insurance” at the Athletic Center.

The compensation for medical fees shall be paid based on the actual number of treatment days (actual number of days of hospitalization or hospital visit) from the day on which the student was injured and started the treatment until when the student was “able to return to normal life.” Note that the entire stretch of the treatment period does not fall within the scope.

However, the “period with significant problems” shall be individually established to calculate the number of days where the patient did not visit the hospital as part of the “number of treatment days” only in cases where significant problems in regular life are recognized during the outpatient hospital visit period.

The “period with significant problems” generally refers to the period in which the patient fractured a long bone (long tubular bone, such as the femur), during which the fixture cannot easily be removed. Removable fixtures, such as Polyneck and corsets, shall not be included in the number of treatment days, as they do not present problems in operation.

In case of an accident below: <Calculation example for the number of treatment days/compensation claim amount>

Example

  • A student fractured both legs during extracurricular activities and was hospitalized for 1 month (30 days).
  • On the first through 12th day after being released from the hospital, the student recuperated at home while wearing casts and visited the hospital twice.
  • From the 13th day to the 21st day, the student visited the hospital after removing the casts (5 days)
  • After the 22nd day, the student recovered to the level where he was able to live normally.
  • On the 25th day, the student went to the hospital to receive the medical certificate.

(1) Total number of treatment days = 47 days
1) Hospitalization period -> 30 days
2) Period wearing casts -> 12 days
*2 days of hospital visit during this time cannot be counted as outpatient hospital visits, as they are already counted as the period wearing casts.
3) Number of outpatient hospital visit days -> 5 days (7 days – 2 days)

(2) Compensation claim amount = 170,000 yen
Number of treatment days: 47 days -> Insurance payment: 50,000 yen
Number of hospitalization days: 30 days -> Additional payment for hospitalization: 120,000 days (30 days x 4,000 days)

Student Compensation System(Liability Coverage)

This system provides legal damage compensation for liability for injury to others or damage to belongings of others during internship/practice teaching/volunteer activities, etc. approved by the university. Compensation liability (for people/objects) during transportation, such as commuting from home to the practice teaching site, shall not be applicable.

Student Comprehensive Mutual Insurance(voluntary insurance)

This insurance is offered by the Waseda University Cooperative Association(CO-OP). This insurance system is for the student’s own illness/injury. This offers compensation for your student life whether inside or outside of Japan 24/7 at a small premium.

Personal Liability Insurance (voluntary insurance)

This insurance is offered by the Waseda University Cooperative Association(CO-OP). This covers the amount of compensation in case of damage to others during your school life.

Student Security Plan (voluntary insurance)

This is an inexpensive compensation system jointly developed by Waseda University Campus Insurance Center Co., Ltd. and a major casualty insurance company, fully utilizing the group discount. This system offers comprehensive compensation for risks not only during regular curriculum but also in daily life.

Guardian Income Security Plan (voluntary insurance)

This insurance is offered by Waseda University Campus Insurance Center Co., Ltd. It compensates part of student tuition/living cost in case his/her guardian (supporter) can no longer work due to injury or illness.

In case of any inconsistency between the Japanese version and the English version, the Japanese version shall prevail.
