Becoming an official circle

Circle activities are a source of vitality for Waseda University students and are linked to the realization of events such as cheering for the Waseda-Keio baseball and Waseda-Meiji rugby games, the Honjo- Waseda 100 km Hike, and the Waseda Festival (Waseda-sai).

This page explains “Establishment requirements for official circles”, “Three representatives of the circle” and “Application procedures for new application/continuation for official circles” etc..

Even if your circle is not going to be a official circle, please register your circle information with the university using the application form on MyWaseda.

Establishment requirements for official circles

  1. Circle members must consist of at least 21 Waseda University students and two or more faculties.
  2. The name of the circle to be established must have a record of activities on/off campus for at least one year (activities prior to enrollment shall not be considered).
  3. The circle must have a financial report for at least one year with receipts attached. Receipts must be addressed to the circle’s name, with the details of the use clearly indicated in a note, etc., and must have the address, telephone number, and seal of the person issuing the receipt.
  4. The circle must have one chairperson*, president, vice president, and accountant each.
  5. Other matters shall be as determined necessary by the university.

Regarding the chairperson of the official circle

  • The chairperson for an official circle must be a Full-time Faculty, Professor, Professor (without tenure), Associate Professor (without tenure), or Full-time staff of Waseda University. However, the chair must be a Full-time Faculty, Professor, Professor (without tenure), or Associate Professor (without tenure) for circles whose purpose is research.
  • The maximum number for concurrent appointment of official circle chairpersons was 5 until AY2017, but it was changed to 2, considering the workload of chairpersons who comprehend the details of circle activities and provide appropriate instructions to circle members. In addition, chairpersons who concurrently serve in 3 or more circles as of the end of AY2017 may continue their position as a transitional measure.

Requirements for the three representatives of the circle

Please select the three representatives of the circle (President, Vice President, and Accountant) who meet the following requirements at the time of registration of the circle for each academic year.

  1. Must be Waseda University students.
  2. No more than two of the three roles can be held concurrently within a circle.
  3. No three representatives of the circle may concurrently serve as three representatives of other official circle.
  4. At least one of the three representatives must be a junior or younger. Graduate students are not allowed, except for circles approved by the Graduate School.

Responsibilities of the three representatives of the circle

The three representatives of the circle are in a position to lead the activities of students belonging to the circle and are responsible for guiding the circle members to ensure that the circle activities run smoothly.

  • If an accident or danger is foreseeable during activities, you are required to take appropriate measures to prevent it immediately. In the event of an accident or incident, please immediately cooperate with the Circle chair and the Student Affairs Section to resolve the problem promptly.
  • In recent years, we have received numerous complaints about the bad manners of Waseda students in parks, accommodations, public institutions, and on public roads. In the case of serious violations, the circle will have to take disciplinary action. It is essential that you abide by the rules and manners of society so as not to undermine your credibility as an Waseda University student.

IMPORTANT! Preparing for Accidents During Circle Activities

Circle activities are the responsibility of students. However, in order to prepare for accidents during circle activities off campus, please make sure to submit the “Notification Form for Circle Activities held Off-Campus (including camps/tours)” by the deadline before the start of each activity.

  • If this form is submitted by the deadline before the start of each activity, Waseda University students may be eligible to receive compensation for injury from the Waseda University Student
    Compensation System for accidents that occur during off-campus activities, depending on the activity and the injury, however, no compensation will be provided if this form is not submitted.
  • Because of the limited coverage of the Waseda University Student Compensation System, each circle is encouraged to purchase as much private voluntary insurance as possible related to its activities.
  • If students from other universities participate in circle activities, it is the responsibility of the individual student to obtain private voluntary insurance. The Waseda University Student Compensation System applies only to Waseda University students whose names appear on both the circle membership list and the list of participants in the “Notification Form for Circle Activities held Off-Campus (including camps/tours)”.
  • Please instruct circle members to obtain the consent of their parents or guardians regarding circle activities. When conducting activities that are not covered by insurance, please be sure to obtain a written consent from the participants to that effect and obtain the consent of their parents or guardians.

Prohibited matters

Drinking alcohol by anyone under the age of 20 is prohibited. Also, do not force someone to drink alcohol quickly or drive under the influence of alcohol.

Possession or use of illegal drugs or dangerous drugs is a clear violation of the law and a crime, and must never be involved in such activities.

The three representatives of the circle must watch the “Precautions on Drinking Alcohol” and “Preventing Use of Illegal Drug” posted on Waseda Moodle’s “Contents Provided by the Student Affairs Section”, and instruct your circle members to watch them as well.

AY2024 New application/continuation procedures for official circles

Circle Seminar / Application for Continuation of Official Circle status or Establishment of a New Official Circle

If you wish to apply for the continuation of official circle status or establishment of a new official circle, you are required to attend a Circle Seminar on Zoom. Please refer to “Various Procedures for Circles ” above for details on dates and procedures.

In case of any inconsistency between the Japanese version and the English version, the Japanese version shall prevail.
