サークル等で陽性者等が発生した場合の対応について
サークル等で新型コロナウイルス陽性者・濃厚接触者が発生した場合は、学生生活課Webサイトに掲載の「サークル等で陽性者等が発生した場合の報告方法について」に基づき、速やかに学生生活課([email protected])まで報告してください(件名は「陽性者等の発生について(サークル名)」としてください)。また、下記を参照の上、陽性者・濃厚接触者等の対応を行ってください。
1.陽性者・濃厚接触者(濃厚接触相当者*を含む)となったサークル員および陽性者・濃厚接触者(濃厚接触相当者を含む)と接触があったサークル員への連絡
*濃厚接触相当者とは、(2)の「大学が定める自宅待機基準」に該当する者を指します。
(1)陽性者・濃厚接触者(濃厚接触相当者を含む)となったサークル員に、所属学部へ報告するよう伝えてください。また、他大学のサークル員の場合は、所属の大学に報告するよう伝えてください(今後陽性者や濃厚接触者(濃厚接触相当者を含む)が新たに発生した場合も同様です)。陽性者となったサークル員は、療養期間が終了するまで、課外活動への参加は停止となります。

(2)陽性者と接触があったサークル員のうち、「大学が定める自宅待機基準」に該当するサークル員は、濃厚接触相当者として陽性者との最終接触日を0日目として5日間は外出自粛(自宅等待機)となります(例:最終接触日が「8/1」の場合、「8/2~8/6」)。濃厚接触者および濃厚接触相当者となったサークル員は、PCR検査等の受診を推奨します。ただし、2日目および3日目に抗原定性検査キットを用いて検査を行い、陰性を確認した場合は、3日目から解除を可能とします(抗原定性検査キットは、「体外診断用医薬品」と記載のある、薬事承認されたものに限ります)。
*大学が定める自宅待機基準
・感染者と飲食時にマスク無しで会話を共にした。
・適切な感染防護なしに感染者を介護した。
・感染者の飛沫(くしゃみ、咳、つば等)に直接触れた可能性が高い。
・1メートル以内の距離で、感染者とマスク無しで15分以上の接触(会話等)があった。
なお、3日目から解除となった場合でも、陽性者との最終接触日を0日目として5日間を経過するまではマスク着用、黙食等、感染予防対策の徹底に加えて、以下の制限内で課外活動に参加することが求められます。
1.毎日の検温など体調観察に努め、症状がある場合には速やかに医療機関を受診する。
2.体調が悪い場合、体調に不安がある場合は登校しない。
3.マスク無しの活動(会食や運動など)を避ける。
4.ハイリスク者との接触やハイリスク施設への訪問を避ける。
5.不特定多数の者が集まる飲食や大会・イベント等への参加は行わない。
(3)陽性者と接触があったサークル員のうち、上記(2)に該当しないサークル員も陽性者との最終接触日を0日目として2日間は課外活動への参加はできません。その後、3日間は上記(2)に記載の制限内で課外活動に参加することを許可します。
(4)上記(2)(3)に該当しないサークル員は、引き続き、課外活動へ参加することを可能とします。また、濃厚接触者と接触のあったサークル員は、行動制限はありませんが濃厚接触者の自宅等待機期間が終了するまで、不要不急の外出は控えてください。
陽性者や濃厚接触者、体調不良者が新たに発生した場合は速やかに報告してください。また、SNS等を含め、感染者情報を発信したり、感染者を誹謗中傷したりすることのないよう、全サークル員に徹底してください。
2.活動停止期間
(1)陽性者の発症日の2日前以降、当該陽性者がその他のサークル員と接触しておらず、サークル内に体調不良者も発生していない場合、陽性者を除いてサークル活動は継続可能とします。ただし、サークル内で陽性者が5名以上発生している場合は、陽性者との接触の有無に関わらずサークル内での感染拡大を防止するため、一旦サークル活動全体を停止としてください(陽性者の最終療養期間が終了するまで)。
(2)直近で大会等への参加、イベント等の実施を控えている場合は、陽性者および濃厚接触者(濃厚接触相当者を含む)は参加できません。陽性者と接触のあったサークル員のうち、(2)の「大学が定める自宅待機基準」に該当しないサークル員は、大会やイベント等実施日の前日および当日にPCR検査もしくは抗原検査を行い、陰性を確認した者のみ、原則、不織布マスクを着用した上で(屋外において人との距離を十分にとれる、激しい動作を伴うスポーツ等を行う、物理的な理由でマスクの着用が難しい場合は除く)「特例」として大会等への参加、イベント等の実施を許可します。ただし、陰性確認において、陽性者が5名以上となる場合は、サークル活動全体の停止対象となるため、学生生活課に速やかに連絡し、対応の指示を仰いでください。
3.合宿等、宿泊を伴う活動の実施前に参加予定者から体調不良者や新型コロナウイルス陽性者・濃厚接触者が発生した場合
(1)陽性者
合宿等、宿泊を伴う活動への参加は不許可となります。
(2)濃厚接触者(濃厚接触相当者を含む)および陽性者と接触があった者
参加の取りやめ、もしくは陽性者との最終接触日を0日目として5日間を経過した場合は、合宿等、宿泊を伴う活動への参加を許可します。
(3)体調不良者
合宿等、宿泊を伴う活動への参加は不許可となります。
4.合宿等、宿泊を伴う活動先で体調不良者や新型コロナウイルス陽性者・濃厚接触者が発生した場合
学生生活課Webサイトに掲載の「合宿等、宿泊を伴う活動における新型コロナウイルス感染症感染予防の徹底について」に基づき、迅速に対応してください。

Regarding what to do when a person has been tested positive for COVID-19 in a circle, etc.
If a person has been tested positive for COVID-19 or a identified as a close contact in a circle, etc., please report it immediately to the Student Affairs Section ([email protected]) in accordance with the “How to Report the Occurrence of a Person Has Tested Positive for COVID-19 in a Circle, etc.” posted on the Student Affairs Section Website. The subject of the email should be sent as “Report of COVID-19_[Your Circle Name]”. Please also refer to the following for how to deal when tested positive for COVID-19 or identified as a close contact, etc.
1. Contacting a person tested positive for COVID-19 and a close contact (including equivalent to a close contact*) in a circle and circle members who have been in contact with the person tested positive for COVID-19 or the person identified as a close contact (including equivalent to a close contact)
*Equivalent to a close contact is a person who meets the “Criteria for standby at home set by university” in (2).
(1) Please tell the person tested positive for COVID-19 and the close contact (including equivalent to a close contact) to report to his/her faculty office. If he/she is another university student, please tell him/her to report to his/her university. The same applies to any new occurrence of a person tested positive for COVID-19 or a close contact (including equivalent to a close contact). The person tested positive for COVID-19 will be suspended from participating in extracurricular activities until the recuperation period is over.

(2) Circle members who have been in contact with the person tested positive for COVID-19 and who meet the “Criteria for standby at home set by university” will be asked to refrain from going out (staying at home, etc.) for 5 days starting from the day of their last contact with the person tested positive (e.g. if the last contact was on August 1, they will stay at home from August 2 to August 6). A circle Member identified as a close contact or equivalent to a close contact is recommended to take a PCR test, etc. If the test is conducted using an antigen qualitative test kit on the second and third days and confirmed negative, refraining from going out can be cancelled from the third day. The antigen qualitative test kit must be an approved pharmaceutical product labeled “in-vitro diagnostic product”.
*Criteria for standby at home set by Waseda University
・You talked while eating and drinking together without wearing a mask.
・You cared for an infected person without proper infection protection.
・Direct contact with droplets(sneezing, coughing, spitting, etc.) of an infected person is highly likely.
・You had contact (conversation) with an infected person for more than 15 minutes without a mask within a distance of 1 meter.
Even if refraining from going out can be cancelled from the third day, he/she is still required to participate in extracurricular activities within the following restrictions, in addition to wearing a mask, eating silently, and taking other thorough precautions against infection until 5 days have passed, with the day of last contact with a person tested positive for COVID-19 as day 0.
1. Monitor your physical condition, including daily temperature checks, and promptly seek medical attention if symptoms appear.
2. If you are not feeling well or have any concerns about your health, do not come to university.
3. You avoid activities without a mask (e.g., dining, exercise).
4. You avoid contact with high-risk individuals and visits to high-risk facilities.
5. Do not participate in drinking and eating, conventions, events, etc. where an unspecified number of people gather.
(3) Circle members who have had contact with the person tested positive for COVID-19 but do not fall under (2) above will also be prohibited from participating in extracurricular activities for 2 days, starting from the day of their last contact with a person tested for COVID-19. After that, they will be allowed to participate in extracurricular activities for 3 days within the restrictions stated in (2) above.
(4) Circle members who do not fall under (2) and (3) above may continue to participate in extracurricular activities. Circle members who have been in contact with a close contact should refrain from going out unnecessarily until the period of standby for the close contact has ended, although there are no restrictions on their activities.
Please report immediately any new cases of the occurrence of a person tested positive for COVID-19, a close contact, or a person became ill. Also, please make sure that all circle members do not send out information on infected persons or slander infected persons, including on SNS.
2. Period of inactivity
(1) If a person tested positive for COVID-19 has not been in contact with any other circle members since 2 days before the onset of the disease and no one in the circle become ill, the circle activity can be continued except for the person tested positive for COVID-19. However, if there are more than 5 persons tested positive for COVID-19 in the circle, please suspend the entire circle activities (until the final recuperation period of the person tested positive for COVID-19 is over) in order to prevent the spread of infection in the circle, regardless of whether or not there is contact with the person tested positive for COVID-19.
(2) A person tested for positive for COVID-19 and a close contact (including equivalent to a close contact) are not allowed to participate in a convention or event. Circle members who have been in contact with the person tested positive for COVID-19 and who do not fall under the “Criteria for standby at home set by university” in (2) above are allowed to participate in a convention or event specially with a non-woven mask (except in the case that the person can stand a sufficient distance from other people outdoors, plays sports involving strenuous movements, or has physical difficulties in wearing a mask) only if those who have been confirmed negative by PCR or antigen tests on the day before and the day of the competition or event. However, if there are more than 5 persons tested positive for COVID-19 in the PCR or antigen tests, the entire circle activities will be subject to suspension. Please report immediately to Student Affairs Section.
3. When a participant becomes ill, has been tested positive for COVID-19 or has been identified as a close contact before activities involving overnight stays such as training camps
(1) A person tested positive for COVID-19
You will not be allowed to participate in activities involving overnight stays.
(2) A close contact (including equivalent to a close contact) or a person who has had contact with the person tested positive for COVID-19
You need to withdraw from activities involving overnight stays. However, if 5 days have elapsed with the date of last contact with a person tested positive for COVID-19 as day 0, you will be allowed to participate in activities involving overnight stays.
(3) A person who became ill
You will not be allowed to participate in activities involving overnight stays.
4. When a participant becomes ill, has been tested positive for COVID-19 or has been identified a close contact during activities involving overnight stays such as the camp
Please take prompt action in accordance with the “Regarding Taking Thorough Precautions to Prevent COVID-19 infection in Activities Involving Overnight Stays, Such as Circle Training Camps” posted on the Student Affairs Section website.
