At Waseda University, a new certificate issuance service has started on May 9, 2023. You will be able to request certificates online anytime of the day and receive them at convenience stores (Seven-Eleven, Family Mart, Lawson) throughout Japan. Details on how to request for certificates using the online registration system will be available here.
*Some certificates cannot be requested using the online registration system. Such certificates must be requested in-person at the counter or by postal mail.
*The certificate issuance fees will also be revised starting May 1, 2023. Details can be found here.
Certificates issued via the certificate issuance service will be watermarked with POPITA technology to prevent forgery. You will not be able to copy the certificate.

However, certain certificates will be issued using a special type of security paper with counterfeit protection.
Please note that the Ministry of Foreign Affairs (the Ministry and Overseas Diplomatic Establishments) will not accept watermarked certificates that are issued with POPITA technology. Certificates that are requested with the intention of submitting to the Ministry of Foreign Affairs will also be issued using security paper.

(1) Name (Alphabetical Name is also required for English certificates)
*The name that appears on your certificate(s) will be the one you used while you were at the University. Please note that we do not change your name even if you have changed it due to marriage or other reasons.
(2) Contact information (home address, telephone number, daytime contact information, e-mail address)
(3) Type of certificate (English or Japanese) and number of copies
(4) Whether or not the certificate should be sealed
If you are requesting more than one certificate and would like it to be sealed, please indicate how you would like it to be sealed.
Example: If you wish to enclose two certificates of graduation and two certificates of academic records
One certificate of graduation and one transcript should be sealed in one envelope, and the rest should be sealed in another envelope, for a total of three sealed envelopes.
(5) Name of school, graduate school, course (for graduate school, master’s, doctoral, etc.), department, etc.
(6) Student ID number (if you remember)
(7) Date of admission (if you remember)

In principle, either a copy of the family register (koseki tohon or koseki shohon) is acceptable.
*Any date of issue is acceptable.
*A driver’s license or passport with both the old and new names on it is also acceptable. However, these must be valid.

If there are any incompleteness in the mailed documents, there is a possibility that the shipment will be delayed significantly. Please be especially careful about insufficient fees.
In order to protect personal information, the University will only issue certificates upon application from the individual concerned. However, if you are unable to apply in person due to unavoidable reasons, we will accept applications from your proxy. If a person other than the applicant applies on behalf of the applicant, please prepare the following two items.
*The letter of proxy can be in a form other than the prescribed one, but it must contain the following items.
(1) Information on the applicant: Student ID number, name (handwritten), seal or signature (handwritten)
(2) Matters to be delegated, reason for delegation, name of the person to whom the procedure is delegated
(3) Identification documents of the delegator (attached)
(4) Information on the proxy: Student ID number(if the proxy is a Waseda student), name (in handwriting), seal or signature (in handwriting), and
relationship/relationship with the authorized person, address, and telephone number.
In principle, the University does not change the names of graduates and others. If you have changed your name, please submit an extract from your family register, etc. to the place where the certificate will be submitted. However, if it is determined that not changing your name would be detrimental to the applicant (e.g., if you got married and changed your name while in school, but divorced and returned to your maiden name after graduation, or if you are an international student and changed your name after naturalization), we may make an exception. In such cases, please contact the office of the School/Graduate school/Center in advance.
In some cases, the names on English certificates are registered differently from the names on passports. In this case, it will take approximately one week to correct the error and the certificate will not be issued on the same day, so please apply well in advance.
For students enrolled before 1998, we recommend that you submit a copy of your passport and a “Request Form for English Name Change” when you apply for an English certificate. For students enrolled in the 1999 academic year or later, as a general rule, the name cannot be changed since it is the Romanized name registered by the student at the time of enrollment. However, if there are unavoidable circumstances, you may be allowed to change your name, so please consult with the office of the School/Graduate school/Center in advance.
If you wish to request from overseas or have your certificate mailed overseas, we recommend using online application.
If you are unable to use the online application, please ask a representative in Japan to send the application on behalf, using a postal money order (定額小為替: Teigaku-kogawase) for the issuance fees and stamps for postage, in order to avoid postal delays and problems.
