Abstract:
In China, the current urban minimum living standard assistance
(dibao, in Chinese) is low, on average, compared to the average
standard of living in the urban areas. This study aims to unearth
the reason by examining the strategic interaction behaviour of
city governments’ dibao expenditures. Using spatial econometric
techniques, we find that China’s city governments tend to race
to the bottom. This result is robust to several alternative model
specifications. Specifically, if neighbouring cities reduce their
per capita expenditures on the dibao by 100 yuan, a city appears
to decrease its own level by about 40-60 yuan. Further analysis
of the mechanisms of spatial interaction indicates that there is
a yardstick competition created by the upper-tier governments that
leads to mimicking behaviours among city governments, and consequently,
the underprovision of dibao to urban residents. Some important
implications are drawn regarding a better design of China’s social
assistance system.
