概要
アフリカおよび中東地域から地中海を渡って欧州に上陸する大規模な移民の問題は、もはや一時的な緊急事態ではなく、安定的な政策と管理のための規則を必要とするような常態的な状況となっている。本講演では、EUとEU加盟国が直面しているリスボン条約と欧州連合基本権憲章の原則を尊重しつつ、この問題に適切に対応するためには永続的な政策をどのように策定すべきかという問題についてお話し頂く。
