グローバル・エイジングは21世紀において国際協調が求められる最重要課題の1つである.超高齢社会では罹患率圧縮と健康寿命延伸,社会の生産性・効率性・衡平性向上といった,ヒトの生命と社会双方にまたがるwell-beingの創出が鍵となる.世界的にみて寛容な公共サービスを提供する日本が,急激な人口減少の下,生産性・効率性・衡平性をどう改善し,制度の持続可能性をいかに担保するかについて国際的関心は高く,こうした問いを定量・定性の両面で明らかにするデータ整備と文理融合型の学術の発展が求められている.本研究では,経済学・人間科学・公衆衛生学・情報工学等の学際的な研究体制を基盤に,社会統計ビッグデータ・システムの構築へ向けた土台整備を目的とし,官民が保有するデータに応用ミクロ計量経済学・機械学習等の手法を応用して,政策評価と予測を行う.そして,倫理的・法的・社会的課題 (Ethical, Legal and Social Issues:ELSI)を見据えたデータシステム構築に係る課題抽出や,本研究による解析結果の限界と可能性の検証等を通じ,人口減少が深刻化する2040年へ向け,持続可能な全世代型社会保障を支える「公共財」インフラの構築を目指す.

Global population aging represents one of the most consequential challenges of the twenty-first century and requires sustained international collaboration. In super-aging societies, the central policy and scientific challenge lies in generating well-being that jointly encompasses individual life trajectories and societal systems. This includes compressing morbidity, extending healthy life expectancy, and improving productivity, efficiency, and equity within social and economic institutions.
Japan provides a particularly salient empirical context. Despite offering relatively comprehensive public services by international standards, Japan faces unprecedented demographic pressures arising from rapid population aging combined with sustained population decline. Consequently, there is growing international interest in how Japan can enhance productivity, efficiency, and equity while maintaining the long-term sustainability of its social security and public service systems. Addressing these issues necessitates not only advanced quantitative analysis but also theoretically informed, interdisciplinary approaches supported by high-quality, integrated data infrastructure.
This project aims to establish the foundational infrastructure for a large-scale social statistical big data system through an interdisciplinary research framework that integrates economics, human sciences, public health, and information engineering. Leveraging administrative and privately held data, the project applies applied microeconometric methods and machine learning techniques to conduct rigorous policy evaluation, causal inference, and predictive analysis.
A core component of the project is the systematic examination of the Ethical, Legal, and Social Issues (ELSI) inherent in the construction and use of large-scale social data systems. By explicitly addressing data governance, privacy, and ethical constraints, the project will critically assess both the limitations and the analytical potential of the resulting empirical evidence. Through these efforts, the project seeks to contribute to the development of a public-good data infrastructure capable of supporting sustainable, all-generation social security systems as demographic decline intensifies toward 2040.
