本研究では、二酸化炭素回収・貯留（CCS）の普及に向けた費用削減方法、カーボンプライシング（CP）の制度設計と民間のサステナブルファイナンス（SF）の活用について、経済学、経営学、工学的に検討する。経済学的な検討では、CCSの経済活動を産業連関（IO）表に取り入れたCCS拡張型IO表を構築し、CCS普及による産業構造への影響を産業連関分析、CCS普及に必要なCP価格と経済影響を応用一般均衡分析から明らかにする。経営学的な検討では、CCS投資を促すSFの仕組みが企業価値を高めるか、環境課題解決に有効であるか計量経済的に分析する。工学的な検討では、CCS技術のコスト・収益性を評価するモデルを構築し、CPによる個々の技術の収益性への影響を評価すると共に、技術の早期普及に向けた課題や解決手段を提示する。各検討とEU、米国、豪州制度の文献調査及びヒアリングを踏まえ、適切な政策オプションを提示する。

This study examines cost-reduction approaches for the deployment of carbon dioxide capture and storage (CCS), the institutional design of carbon pricing (CP), and the use of private-sector sustainable finance (SF) to support CCS deployment, from the perspectives of economics, finance, and engineering.
From an economic perspective, we will construct a CCS-extended input–output (IO) table by incorporating CCS-related economic activities into the conventional IO framework. Using input–output analysis, we will clarify the impacts of CCS deployment on industrial structure. In addition, using computable general equilibrium analysis, we will identify the CP price levels required for large-scale CCS deployment and assess their economic impacts.
From a finance perspective, we will conduct econometric analyses to examine whether sustainable finance mechanisms that promote CCS investment enhance corporate value and whether they are effective in addressing environmental challenges.
From an engineering perspective, we will develop a model to evaluate the costs and profitability of CCS technologies, assess how CP affects the profitability of individual technologies, and identify challenges and potential solutions for accelerating early deployment.
Based on these analyses, as well as a literature review and interviews regarding relevant institutional frameworks in the EU, the United States, and Australia, this study will propose appropriate policy options.
