本研究は、日本における地方分権の進展と近年の統制強化の動きを、政府間関係の国際比較の観点から分析する。わが国では1999年の地方分権一括法以来、国と地方が対等・協力の役割を担う改革が進められてきた。しかし、コロナ禍を経て指示権に関する地方自治法改正が行われるなど、分権と統制の再定義が迫られている。2025年の行財政報告書も、深刻な専門人材不足を背景に広域連携や国・都道府県による補完・代行の必要性を提言している。
本研究では、諸外国の動向を法制度と実態の両面から追跡する。具体的には英国やフランスの居住要件の緩和、スイスの住民総会に見る直接民主制とデジタル技術の融合などを比較分析する。これにより、危機管理や資源制約下における中央政府の関与を国際的に相対化し、持続可能な分権型社会の構築に向けた理論的・実証的知見を提示することを目指す。

This study analyzes the progress of decentralization in Japan and recent moves to strengthen central control through an international comparison of intergovernmental relations. Since the 1999 Omnibus Decentralization Act, Japan has pursued reforms where national and local governments play equal and cooperative roles. However, following the COVID-19 pandemic, the Local Autonomy Act was amended regarding the “right of instruction,” necessitating a redefinition of the balance between decentralization and control. The 2025 report on local administration also highlights that severe shortages of specialized personnel make it urgent to implement wide-area cooperation and supplementation or proxy services by national and prefectural governments.
This research tracks international trends across both legal systems and actual practices. Specifically, it comparatively analyzes the relaxation of residency requirements for election eligibility in the UK and France, and the fusion of direct democracy and digital technology seen in Swiss citizen assemblies. Through these analyses, the study aims to relativize central government involvement under crisis management and resource constraints, providing theoretical and empirical insights for the construction of a sustainable decentralized society.
