特定技能制度と統合政策の実践
世界中に外国人労働者受け入れプログラムの自由化が進む中、日本は深刻化する労働力不足に対応するため、2018年に特定技能制度を創設しました。本制度では労働者の自由や権利が拡大されたものの、急増する労働需要を満たすに足る十分な労働者を確保するには至っていません。本プロジェクトは、特定技能制度における外国人労働者とその家族の移動の選択、および統合の経験を理解することを目的としています。マルチスケールな研究手法を採用することで、異なるレベルの統合政策が学校や地域社会といった「メゾ・レベル」の機関とどのように交差し、労働者やその家族の移動・定住の意思決定に影響を与えているかを詳細に分析します。本研究は、日本の社会経済的な持続可能性や地方創生に不可欠な、外国人労働者の定着に向けた社会統合の課題に貢献します。本プロジェクトの結果は、外国人労働者をめぐる近隣諸国との競争において、日本の競争優位性をいかに高めるかという政策的示唆を提示します。
