[Sep 18] Majlis@Waseda: AI in the Gulf Post-Conflict: Geopolitics, Investment, and Infrastructure

This talk examines the gap between the Gulf’s AI investment trajectory and its AI infrastructure trajectory, arguing they have decoupled since 2024. While Gulf sovereign wealth funds have poured record capital into AI ― $53.9 billion in the first half of 2026 alone, embedded in OpenAI, Anthropic, and xAI cap tables via vehicles like MGX ―actual data-center and compute buildout on the ground has not kept pace, constrained by power availability, export-control uncertainty, and now the direct exposure created by the 2026 Iran war, which saw Iranian strikes hit Amazon data centers in the UAE and Bahrain (and, per Iranian state media, an Oracle facility in Dubai).

Building on the presenter’s 2024 Majlis@Waseda talk on Gulf AI chips and data centers, this update talk argues that sovereign capital has effectively substituted for infrastructure progress - buying influence and optionality in the AI value chain faster than the physical layer can be built. The talk closes by asking where Japan, as both a chip manufacturer and a courted financial partner, fits into this widening gap between capital and compute.
