東京大学教養学部卒業。筑波大学大学院環境科学研究科修士課程修了。ミネソタ大学よりPh.D.（経済学）取得。気候変動、省エネルギー、大気汚染に関する政策を中心に、定量的分析に基づく研究を行う。上智大学教授を経て、現職。
これまで内閣府経済社会総合研究所客員研究員、未来資源研究所およびジョージ・メイソン大学客員研究員（安倍フェロー）、文部科学省学術調査官、環境省中央環境審議会委員、経済産業省審議会委員、東京都環境審議会委員、パリ政治学院及びパリ・スクール・オブ・エコノミクス客員研究員、環境経済・政策学会長などを歴任。
研究成果は、Journal of the Association of Environmental and Resource Economists、Journal of Environmental Economics and Management などの学術誌に掲載。主な著書に『入門環境経済学（新版）』（中公新書、共著）、共編著に Carbon Pricing in Japan（Springer）、『環境経済学のフロンティア』（日本評論社）などがある。また、Review of Environmental Economics and Policy などの国際学術誌の編集委員を歴任。
環境経済・政策学会学術賞、環境科学会学術賞、市村地球環境学術賞（功績賞）などを受賞。専門は環境経済学。日本学術会議連携会員。
Toshi H. Arimura is a Professor of Political Science and Economics at Waseda University, Tokyo. Prior to joining Waseda, he served as a Professor at Sophia University. He has been a visiting scholar at George Mason University and Resources for the Future in the United States as an Abe Fellow, as well as at the Paris School of Economics and Sciences Po in Paris.
His research focuses on climate change, energy policy, and air pollution regulation. His work has been published in leading academic journals, including Journal of Environmental Economics and Management, Journal of the Association of Environmental and Resource Economists, Environmental and Resource Economics, Ecological Economics, and Energy Policy. He is a co-editor of Carbon Pricing in Japan (Springer), which received the Commentary Award from the Society for Environmental Economics and Policy Studies (SEEPS).
He holds a Ph.D. in Economics from the University of Minnesota, an M.Sc. in Environmental Sciences from the University of Tsukuba, and a B.A. in the History of Science from the University of Tokyo. He has served on numerous Japanese government committees on environmental policy, including those on carbon pricing under the Ministry of the Environment and the Ministry of Economy, Trade and Industry, and has chaired several carbon pricing committees. He has also served on the editorial boards of journals such as Review of Environmental Economics and Policy, Economics of Energy and Environmental Policy, and Environmental Economics and Policy Studies.
He has received several awards, including the Ichimura Prize in Science for Outstanding Achievement in Global Warming and the SEEPS Outstanding Publication Award. He is also an Associate Member of the Science Council of Japan.
