中国浙江省の生まれ。１９８３年北京大学国際関係学部を卒業。北京大学大学院修士課程を修了し、１９８７年に慶應義塾大学に留学。法学博士。横浜市立大学助教授、法政大学教授などを経て、
２００９年より現職。専門は中国政治、比較政治学。主な著書としては、The Authoritarian Path to Development： Is Democratization in China Possible?:（Routledge. 2017）、『現代中国の政治：「開発独裁」とそのゆくえ』（岩波新書、2012年）、『変貌する中国政治』（東京大学出版会, 2001年）、『現代中国の党政関係』（慶應義塾大学出版会、1997年）。
Born in Zhejiang Province, China, Fr. Liang graduated from Peking University with a B.A. in International Relations in 1983. He received his M.A. from Peking University and studied at Keio University in 1987. D. in Law. After working as an associate professor at Yokohama City University and a professor at Hosei University, he was appointed to his current position in 2009. He specializes in Chinese politics and comparative politics. His major publications include The Authoritarian Path to Development: Is Democratization in China Possible? (Routledge. 2017), Gendai Chugoku no Seiji: “Kaihatsu Dokutatsu” to Sono Yukue (Contemporary Chinese Politics: “Development Dictatorship” and Its Future) (Iwanami Shinsho, 2012), and Transforming Chinese Politics (University of Tokyo Press, 2001) and Party-Political Relations in Contemporary China (Keio University Press, 1997).
