東京大学教養学部卒業。筑波大学環境科学研究科修士課程修了。ミネソタ大学Ph.D.（経済学）。気候変動、省エネルギー、大気汚染問題等を定量的に分析。上智大学経済学部教授、及び、同・環境と貿易研究センター長を経て現職。その間、内閣府経済社会総合研究所客員研究員、未来資源研究所（ワシントンDC）及びジョージメーソン大学・客員研究員（安倍フェロー）、環境省・中央環境審議会委員、東京都環境審議会委員、文部科学省学術調査官、環境経済・政策学会理事、環境科学会理事等を歴任。これまでJournal of the Association of Environmental and Resource EconomistsやJournal of Environmental Economics and Managementに論文を公刊。共著書に「入門環境経済学」（中公新書）、「An Evaluation of Japanese Environmental Regulation: A Quantitative Approach from Environmental Economics」(Springer)、 共編著書に「環境経済学のフロンティア」（日本評論社）、等。Review of Environmental Economics and Policy等の国際学術雑誌の編集委員も務める。2018年度環境経済・政策学会学術賞受賞。専門は環境経済学。
Graduated from the University of Tokyo, College of Liberal Arts. M.S., Environmental Science, University of Tsukuba. D. (Economics), University of Minnesota. D. in Economics from the University of Minnesota, where he quantitatively analyzed climate change, energy conservation, air pollution, and other issues. D. in Economics from the University of Minnesota, and has been a professor at the Faculty of Economics, Sophia University, and the Director of the Center for Environment and Trade Studies at the same university before assuming his current position. He has also served as a visiting fellow at the Economic and Social Research Institute, Cabinet Office, Government of Japan; a visiting fellow at the Future Resources Institute (Washington, DC) and George Mason University (Abe Fellow); a member of the Central Environmental Council, Ministry of the Environment; a member of the Tokyo Metropolitan Environmental Council; an academic researcher at the Ministry of Education, Culture, Sports, Science and Technology; a board member of the Society of Environmental Economics and Policy Studies; and a board member of the Environmental Science Society. He has published articles in the Journal of the Association of Environmental and Resource Economists and the Journal of Environmental Economics and Management. He has co-authored “An Introduction to Environmental Economics” (Chuko Shinsho) and “An Evaluation of Japanese Environmental Regulation: A Quantitative Approach from Environmental Economics” (Springer). He is also a member of the editorial board of international journals such as Review of Environmental Economics and Policy, etc. He received the 2018 Academic Award from the Society for Environmental Economics and Policy Studies. He specializes in environmental economics.
