九州大学法学部を卒業し同大学大学院を修了後、九州大学法学部助手、福岡教育大学教育学部助教授、金沢大学法学部教授、そして北海道大学法学研究科教授を経て、2012年4月より早稲田大学政治経済学術院教授を務めています。
憲法学は統治と人権に大別されますが、統治については違憲審査制及び最高裁判所、人権については裁判を受ける権利及び人権の実効的救済を中心に研究をしています。
また、最近、代表を務めた共同研究として、「公開と参加による司法のファンダメンタルズの改革」（科研基盤研究Ｂ、2015～2019）があります（http://winpec.sakura.ne.jp/shihou/）。
After graduating with a B.A. in Law and completing graduate studies at Kyushu University, he worked as an assistant professor at the Faculty of Law, Kyushu University, an assistant professor at the Faculty of Education, Fukuoka University of Education, a professor at the Faculty of Law, Kanazawa University, and a professor at the Graduate School of Law, Hokkaido University before being appointed professor at Waseda University School of Political Science and Economics in April 2012.
His research focuses on constitutional law, which is broadly divided into governance and human rights; on governance, on the unconstitutional review system and the Supreme Court; and on human rights, on the right to a trial and effective remedies for human rights.
In addition, he recently headed a joint research project, “Reforming Judicial Fundamentals through Openness and Participation” (Grant-in-Aid for Scientific Research B, 2015-2019), which can be found at (http://winpec.sakura.ne.jp/shihou/).
