1992年Dr. rer. publ.取得、1992年早稲田大学政治経済学部助教授、1994年ボン大学客員研究員（フンボルト研究奨学生）、1997年同学部（現政治経済学術院）教授、2006年ドイツ連邦共和国功労勲章功労十字小授章受章、2008年-10年早稲田大学大学院公共経営研究科長、2008年以降ベルリン日独センター評議員、2012年-14年日本行政学会会長、2013年以降日本フンボルト協会副理事長、2013/14年ヘルティー大学院客員教授、2013年-19年国際行政学会理事、2014年フンボルト財団ハイゼンベルク学術章受章、2018年-20年日本公共政策学会会長、2019年-23年Bonn University Ambassador, 2019年ドイツ研究振興協会ザイボルト賞受賞、2019年-25年国際行政学会副会長、2022年以降人事院参与
In 1992, he earned a Dr. rer. publ. degree, became an assistant professor at Waseda University’s Faculty of Political Science and Economics, a visiting researcher at the University of Bonn (Humboldt Research Fellow) in 1994, a professor at the same faculty (now the Graduate School of Political Science and Economics) in 1997, received the Order of Merit of the Federal Republic of Germany in 2006, and served as Dean of the Graduate School of Public Policy at Waseda University from 2008 to 2010. Graduate School of Public Management, Waseda University; since 2008, Member of the Board of Directors, Japan-Germany Center, Berlin; 2012–2014, President of the Japanese Association of Public Administration; since 2013, Vice President of the Humboldt Association of Japan; 2013/14, Visiting Professor at the Hertie School of Governance; 2013–2019, Member of the Board of Directors of the International Association of Public Administration; 2014, Recipient of the Humboldt Foundation’s Heisenberg Academic Award; 201 2018–2020 President of the Japanese Society for Public Policy, 2019–2023 Bonn University Ambassador, 2019 recipient of the Zeilber Award from the German Research Foundation, 2019–2025 Vice President of the International Society for Public Administration, and since 2022 Member of the Personnel Agency.
