○Summary |
ヨーロッパでは1970年代以降、ヨーロッパ共同体域内における労働者の自由移動を促進するため、国境における出入国管理や市民権規定といった国家主権の分野にまで加盟国間で政策調整を進めてきました。その後、労働者だけでなく、その家族や、留学生など経済的活動を伴わない人々の移動を認め、さらに居住に基づく政治的権利の付与、ヨーロッパ市民権の創造へと、欧州統合に向けた取り組みが進んできました。 アジアでも、経済的活動の活発化によって労働者の越境移動が増加していますが、ASEAN（東南アジア諸国連合）では共通の市民権のようなものは創設されていません。ASEANでも、EU(欧州連合)のような域内労働力の移動促進に向けた加盟国間の取り組みはあるのか、国境を越えた移動を促進するためにどのような政策協調が行われているのか。本シンポジウムでは、こうした問いから、ヨーロッパとアジアにおける人の移動とそれを促進する制度化について、国民国家・社会への地域機構（EUとASEAN）による影響を比較検討することを目的としています。 そこで、まず、アジアとヨーロッパにおける市民権の考え方について比較しながら、国民国家の強靭さの度合いについて考え、そして国民国家の枠組みが政治的・社会的なレベルでどのように変化しているのか（していないのか）考えてみたいと思います。そして、人の移動によって進む多文化・多民族的社会の実現のための取り組みや、人の移動促進のための政策、その実践による国際関係および国内社会への影響について、歴史学・社会学・国際関係論の立場で活躍する日仏の研究者と大学院生が報告を行います。その後、EU・ASEANにおける移民研究および歴史を専門とする研究者による議論を皮切りに、全体討論を行います。 |
