8月2日以降の課外活動の段階的な再開について
春学期授業終了日の8月1日（土）まで延長してきた課外活動の自粛要請、関連施設の利用停止等を8月2日以降、下記のとおり段階的に解除します。
7月15日付通知「2020年度秋学期授業について」のとおり、9月25日（金）から開始される秋学期授業は、オンライン授業を継続しつつも、3つの密を避け、ソーシャルディスタンシングを前提とした教室利用を行うことで、教室、教場での授業を一部再開します。コロナウイルス感染症の終息までには長い時間を要します。皆さんの課外活動においても引き続き制限をかけざるを得ないことをご理解ください。また、学内においてクラスターが発生したり、社会において感染が拡大した場合には、やむを得ず再び活動自粛の要請や学生会館の閉館を行う可能性もあります。今後の活動や企画の計画に際し、中止となり得ることを十分に想定し、検討するようにしてください。
市中感染が発生している現状では、私たち一人ひとりがいつ感染してもおかしくありません。課外活動の段階的な再開に当たって、あらためて感染予防対策を各自が徹底するとともに、感染者が発生した場合には速やかに大学に連絡を行うようお願いします。また、感染者への誹謗中傷は絶対にやめてください。
本学は、学生ならびに教職員の生命と健康を守ることを最優先としながら、大学の本来の機能をできるだけ早く再開できるよう、今後の対応を検討していきます。あらためて皆さんの理解とご協力をお願いします。
１．再開可能な課外活動の内容について
夏季休業期間（8月2日（日）～9月20日（日））の間、「練習」を目的とした課外活動について、以下の条件を満たす場合に限り活動の再開を認めます。
・サークル単体のみで行う活動であること。（例えば、複数サークルでの練習試合や大会の参加、他大学との討論会の活動等は、その活動とみなしません。）
・事業者向けの「東京都感染拡大防止ガイドライン」（東京都）、「新型コロナウイルス感染症を乗り越えるためのロードマップ」（東京都）、事業者向け「東京都感染拡大防止ガイドブック」イベント編（東京都）、「業種別ガイドライン」（文部科学省）等を参照し、活動の内容を踏まえて、適切な感染予防策の実施を徹底すること。
・学内活動については、大学の定める施設利用などのルール・ガイドラインを遵守すること。
・参加者は活動の内容や感染予防対策を事前に保証人に説明し、許諾を得ておくこと。
・感染者が発生した際に濃厚接触者の特定を速やかに行うため、活動日ごとに代表者は参加者の一覧を作成し、参加者は各自の使用施設・移動ルート・接触者等の情報を記録すること。

上記「練習」にあてはまらないサークル員以外を集めるイベント等の企画や複数サークルが合同で行う活動等は、夏季休業期間の間、引き続き中止してください。ただし、上記「練習」の活動範囲内において、観客を集客させない配信形式で実施するイベント等の実施は例外的に認めることとします。これまで認めてきた複数人が同じ場所に集合しないオンラインの活動も同様です。引き続き、複数人数が同じ場所に集合しない形態でオンライン上での企画・活動を行う等の工夫を検討してください。なお、「練習」を再開する場合においても、参加の有無は各自の意志を尊重し、下級生等に対して参加を強要することは絶対にやめてください。
また、合宿や宿泊を伴う遠征、およびサークルやサークル会員の自主的な集まり等によるコンパや打ち上げの中止は、12月末日まで期限を延長します。上述の課外活動の段階的再開後も、飲み会やコンパや打ち上げ等の実施は固く禁止します。
２．課外活動関連施設の利用再開について
学生会館等の施設も段階的に利用を再開します。感染拡大予防のため、学生会館への入退館、部室・練習室等の利用について定めた「学生会館内施設等の利用におけるガイドラインについて」を学生部Webサイトに掲載します。内容を熟読の上、遵守してください。貸出施設の予約日程等についても、併せて学生部Webサイトでお知らせします。

３．課外活動補助金申請に係る救済措置について

Waseda University has asked students to refrain from organizing extracurricular activities and closed related facilities until August 1. Here, we announce that extracurricular activities will gradually resume from August 2 as follows:
As stated in the announcement on July 15 (updated on July 16) titled “Information regarding Fall 2020 Semester,” most classes will continue to be taught online, but the University will hold some classes in classrooms while taking preventative measures to avoid the 3Cs (closed spaces, crowded places, and close-contact settings) and keeping in mind social distancing. It will take a long time for the COVID-19 pandemic to end, and we hope you understand that we have no choice but to continue putting a limit to your extracurricular activities. In addition, if clusters were to occur on campus or if the infection spreads across society, it may become inevitable for us to ask you to refrain from organizing extracurricular activities and close the Student Center again. When planning future activities and events, please be aware that it may be possible that these activities and events may need to be canceled.
In the present condition where the infection is spreading throughout the city, the probability is high for anyone to become infected. As we gradually resume extracurricular activities, each and every one of us must take preventative measures seriously. In case that someone becomes infected, please contact the University immediately. Also, do not slander those who become infected.
While Waseda prioritizes protecting the lives and health of its students, faculty, and staff, we will consider the future actions to take so that we can resume functions of the University as soon as possible. Thank you for your kind understanding and cooperation.
1.Resumption of extracurricular activities
Student club and extracurricular activities for the purpose of training or practice that fulfil the conditions below will be allowed to resume during the summer vacation from August 2 to September 20.
・The activity only involves the club and its members (i.e. joint club activities involving students of other universities or members of other student clubs are not allowed).
・The activity complies with respective guidelines laid out for businesses and vendors by the Tokyo Metropolitan Government and MEXT and take necessary preventative measures against the spread of Covid-19.
・The activity complies with the rules and regulations on using campus facilities laid out by the University.
・Participants have consulted respective guarantors with details and infection prevention measures of the activity and subsequently received permission and consent from them.
・A participant list is to be prepared by the club representative with details on use of facilities, travel routes and people contacted of respective participants each time an activity takes place. This is to ensure swift and smooth contact tracing when someone is found to be infected with Covid-19. Please refer to the website of the Student Affairs Division or contact its staff ([email protected]) for specific format to follow.
・The will of participation/non-participation of each club member across all levels regardless of seniority is to be respected (i.e. participation for all is to be made optional and not mandatory).
Please continue to refrain from organizing any event which involves the gathering of non-club member participants. However, if the event does not involve the participation of non-club members, it will be treated as an exception and be allowed to take place. This applies to events conducted online that does not involve contact and gathering of participants in a single place. As far as possible, please consider bringing events online.
Additionally, gasshuku (training camps) and trips that involve overnight stay, as well as private gatherings (e.g. drinking parties among club members) will continue to be suspended until the end of December. Even as restrictions ease for the above club and extracurricular activities, such gatherings will continue to be strictly suspended.
2.Use of facilities for extracurricular activities
The use of facilities on campus and at the Student Center will also be resuming gradually. Students are required to read the “Guidelines on using campus and Student Center facilities” and strictly follow the instructions when using them. Information on the availability of shared facilities will also be notified to you on the website of the Student Affairs Division.

3.Application of grants for extracurricular activities
Considering that many student clubs are not able to organize events during the current Covid-19 pandemic, the University has set up grants as a relief measure which students clubs can apply for.
