“EU administration after Lisbon Treaty : Administrative Resource Management by the European Commission”

Tomohiro Fukuda’s research interests are focused on the European Union Administration. The PhD research project is about administrative resource management in the EU, especially by the European Commission.
The European Commission has acquired its administrative resources, notably policy competences, through the integration process. Many preceding studies have examined the purpose and process of the empowerment of the Commission. However, there are few systematic analyses on the procurement and management of administrative resources by the Commission.

This project examines the cases relevant to each kind of the administrative resources (personnel, budget, legal competence, and information) from the perspective of public administration; which is how it seeks to describe and identify the features of the working of the Commission after the Treaty of Lisbon. This project is based on document analysis and interview survey, if necessary, and gives answers to two central questions below.
Q1: Under what procedures does the European Commission procure and manage administrative resources, and how do these procedures relate the Commission with other EU and member states’ institutions?
Q2: How and why did a series of reform after ToL modify the mode of administrative resource management by the European Commission?

This study is also trying to clarify how the Commission procures its legitimacy, and in what form the elements supporting the legitimacy can be found in the reforms related to each type of administrative resources especially after the ToL.

FUKUDA Tomohiro is a PhD Student in GSPS-Waseda (2019-). He is a student of FPSE Honors Program and obtained a BA (2018) and an MA (2019) in Political Science from Waseda University. He visited IEE-ULB as a visiting researcher from February to June 2022, for a research exchange supported by JSPS Core-to-Core Program.
