For instance, before the 2003 Iraq War, several members of NATO, notably Germany and France, not only refused to be a part of the military effort but also openly opposed the US-led intervention on a diplomatic front, leaving a deep rift within the alliance. In 2017, <\/span><span class=\"NormalTextRun SCXW244443618 BCX8\" data-ccp-parastyle=\"whitespace-pre-wrap\">Turkey<\/span><span class=\"NormalTextRun SCXW244443618 BCX8\" data-ccp-parastyle=\"whitespace-pre-wrap\">, a NATO member, decided to <\/span><span class=\"NormalTextRun SCXW244443618 BCX8\" data-ccp-parastyle=\"whitespace-pre-wrap\">purchase<\/span><span class=\"NormalTextRun SCXW244443618 BCX8\" data-ccp-parastyle=\"whitespace-pre-wrap\"> the S-400 missile defense systems from Russia, a move that was <\/span><span class=\"NormalTextRun SCXW244443618 BCX8\" data-ccp-parastyle=\"whitespace-pre-wrap\">deemed<\/span><span class=\"NormalTextRun SCXW244443618 BCX8\" data-ccp-parastyle=\"whitespace-pre-wrap\"> as potentially compromising the alliance\u2019s security. Later, alliance solidarity was further tested by <\/span><span class=\"NormalTextRun SCXW244443618 BCX8\" data-ccp-parastyle=\"whitespace-pre-wrap\">Turkey<\/span><span class=\"NormalTextRun SCXW244443618 BCX8\" data-ccp-parastyle=\"whitespace-pre-wrap\"> and Hungary\u2019s deliberate impediments to Sweden\u2019s NATO membership process. In such instances, the stronger partner has several options: it can ignore these deviations\u2014particularly if it decides not to risk the strength of the alliance\u2014or it can adopt what <\/span><span class=\"NormalTextRun SCXW38715058 BCX8\">I call \u201c<\/span><span class=\"NormalTextRun SCXW38715058 BCX8\">corrective measures\u201d<\/span><span class=\"NormalTextRun SCXW38715058 BCX8\"> to reinforce compliance and deter other members from pursuing <\/span><span class=\"NormalTextRun SCXW38715058 BCX8\">uncooperative policies<\/span><span class=\"NormalTextRun SCXW38715058 BCX8\">. When corrective measures lack popular legitimacy, the targeted state may anticipate and strategically exploit potential audience costs, thereby undermining the intervention\u2019s potential efficacy. Conversely, corrective measures with robust public backing in the sender are perceived as more credible by the target and, consequently, carry enhanced diplomatic leverage.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:0,&quot;335559740&quot;:480}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"none\">In this research, I examine<\/span> <span data-contrast=\"auto\">the public preferences of the alliance patron for corrective policies toward <\/span><span data-contrast=\"none\">security allies that renege or underperform on their alliance commitments.<\/span> <span data-contrast=\"auto\">More specifically, I explore the following question: What drives support for intra-alliance coercion among sender<\/span> <span data-contrast=\"auto\">citizens<\/span><span data-contrast=\"auto\">?<\/span> <span data-contrast=\"auto\">I advance three primary hypotheses: First, citizens of the dominant partner will demonstrate a preference for corrective measures against uncooperative allies, with a particular predilection for high-coercion interventions. Second, exposure to information regarding allies\u2019 uncooperative behaviors will generate negative alliance perceptions and stimulate demands for reduced national contributions to the alliance. The experiment was fielded on <\/span><span class=\"NormalTextRun SCXW28785477 BCX8\">the Qualtrics platform and involved a sample of 1,502 voting-eligible respondents in the United States.<\/span><span class=\"NormalTextRun SCXW28785477 BCX8\"> In the experiment,<\/span><\/span> <span class=\"TextRun SCXW28785477 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW28785477 BCX8\">respondents were asked to evaluate a vignette about a hypothetical ally that <\/span><span class=\"NormalTextRun SCXW28785477 BCX8\">randomly varied five attributes<\/span><span class=\"NormalTextRun SCXW28785477 BCX8\">. The first attribute is the type of uncooperative action.<\/span><\/span> <span class=\"TextRun SCXW28785477 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW28785477 BCX8\">The next three attributes manipulated the ally\u2019s<\/span><span class=\"NormalTextRun SCXW28785477 BCX8\"> regime type, its military capabilities,<\/span><span class=\"NormalTextRun SCXW28785477 BCX8\"> and<\/span><span class=\"NormalTextRun SCXW28785477 BCX8\"> whether the alliance is based on a formal treaty. Third, the regime type of the uncooperative ally strongly conditions public support for adopting corrective measures, as the public is <\/span><span class=\"NormalTextRun SCXW248063504 BCX8\">less likely<\/span><span class=\"NormalTextRun SCXW248063504 BCX8\"> to support measures against democratic allies. With the second Trump presidency, there are growing concerns that US contributions to international alliances may decline significantly<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\"> while pressure on allies will mount to enforce more favorable burden-sharing arrangements. Indeed, the results of this study suggest that leaders may pay considerable domestic costs if they do not act against allies that behave uncooperatively, and consequently we may expect the US President to exert pressure on \u201cunderperforming\u201d allies. For instance, defense contributions among NATO allies represent a particularly salient source of tension in transatlantic relations. The results of this study show that while voter sensitivity to defense underspending remains notably lower compared to other forms of alliance violations, the American public backs the strategy of exerting leverage on allies to contribute more.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:0,&quot;335559740&quot;:480}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Arguably, if potential violators of alliance commitments or \u201cunderperformers\u201d anticipate retaliation from the dominant power due to strong voter expectations for active pressure<\/span><span data-contrast=\"auto\">, <\/span><span data-contrast=\"auto\">the mere threat of the use of corrective measures may discourage defection and strengthen alliance cohesion. At the same time, coercion against allies entails significant strategic costs and inherent risks.<\/span> <span data-contrast=\"auto\">They can generate <\/span><span data-contrast=\"auto\">\u201c<\/span><span data-contrast=\"auto\">psychological reactance,<\/span><span data-contrast=\"auto\">\u201d<\/span><span data-contrast=\"auto\"> stimulating feelings of defiance and resistance and potentially causing target states to reinforce their original positions. Moreover, external pressure mechanisms may catalyze rally-round-the-flag effects within target nations, enhancing leader approval<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\"> and, consequently, persistence of the wayward behavior. This is the reason why, despite their frequent use<\/span><span data-contrast=\"auto\">\u2014<\/span><span data-contrast=\"auto\">against both foes and friends\u2014and considerable costs<\/span><span data-contrast=\"auto\">, <\/span><span data-contrast=\"auto\">sanctions are seldom effective.
