In response, we develop a cross-level theoretical framework assuming\u00a0that countries differ in their NCGI protections related to two firm stakeholders\u2014shareholders\u00a0and employees\u2014and that such NCGI protections moderate the firm-level relationship between\u00a0different types of slack and innovation effort in firms. We test predictions derived from\u00a0our framework using a sample of 7,083 firms from 29 countries observed from 1991-2005.<br \/>\n2-stage firm- and country-level estimated dependent variable analyses of these slack types\u00a0and their impact on firm R&amp;D intensity indicate that: 1) stronger NCGI shareholder protections\u00a0diminish positive financial and human resource (HR) slack effects on R&amp;D intensity consistent\u00a0with the logic that more influential shareholders induce managers to decrease buffering effects\u00a0promoting innovation effort; but 2) stronger NCGI employee protections magnify positive HR slack effects\u00a0on R&amp;D intensity consistent with the logic that more influentialemployees induce managers to\u00a0increase commitment effects promoting innovation effort.
