A development economics evaluation of Botswana’s HIV/AIDS eradication policy
Research Topic
Empirical Analysis of the Effect of Free ART Provision Reform on HIV Prevention Behaviours in Botswana
Botswana, located in Southern Africa, had the third highest rate of HIV-positives of the population aged 15 to 49 years in the world in 2017. The government initiated the free treatment of AIDS, called the Anti-Retroviral Treatment (ART) which can suppress the development of the disease, in 2002. The policy was expected to increase the life expectancy and help the patients resume working. However, since it also reduces the expected loss of utility due to AIDS in the future, it may have disincentivized the HIV-negative individuals to prevent infection to HIV. This study examines this potential negative effect on prevention using data from Botswana, as well as explore the possible policy implications.
