<\/p>\nOn 26 June, the Top University Project New Unit (Global Asia Studies and Sustainable Development) held a special lecture session given by H.E. Judge Raul Pangalangan, judge at the International Criminal Court (ICC), on the theme shown above. Judge Pangalangan has been judge in that Court since 2015, and is regarded to be one of the most prominent international lawyers from Asia.<\/p>\n

Judge Pangalangan gave an intellectually stimulating and thought-provoking lecture, particularly about the uniqueness of the Court in comparison with other international courts. After indicating that there exist some misunderstandings about the role and function of the Court, he emphasized that under the new law enforcement regime of International Criminal Law, which the International Criminal Court assumes the function to enforce, the procedures have to be precisely followed and implemented, for it is a court that tries individuals who are legally protected as the accused. Also, the innovative system in the ICC of \u2018victim participation\u2019 involves more time consuming procedures. Judge Pangalangan finally submitted that the ICL advocacy\u2019s criticisms of the ICC, based on the historic\/therapeutic\/restorative functions expected of it, misses an important point: that its principal responsibility is to decide the cases. He concluded the lecture with a quotation from Robert Jackson, chief Prosecutor at Nuremberg, who said, \u201cWe must never forget that the record on which we judge these defendants is the record on which history will judge us tomorrow.\u201d<\/p>\n\n\t\t
