Prior to that, he was a Professor of Law and former Law Dean at the University of the Philippines. He has taught inter alia at the Harvard Law School and The Hague Academy of International Law. He is a contributing author to the Commentary on the Rome Statue of the International Criminal Court. A Member of the Philippine Bar since 1984, he has argued before the Philippine Supreme Court and has been designated as amicus curiae in leading constitutional law and international law cases. He was a Philippine Delegate in the drafting of the Rome Statute in 1998 and co-chaired the national campaign for ratification by the Philippines and other Asia-Pacific states.
