Research Theme

Conduct research on global education and development, disseminate outcomes, and propose methodological frameworks and approaches for better policy analysis.

Research Overview

The serious state of basic education issues such as illiteracy and low school enrolment rates has been recognized as a global issue, and various international conferences have confirmed the need to coordinate and cooperate activities on the matter. In particular, ever since the 1990 World Bank, UNESCO, UNICEF, and UNDP joint-sponsored World Conference on Education for All, the 2000 World Education Forum, and the Millennium Summit that same year, the education has become a primary sector for international organizations and bilateral aid agencies providing international cooperation to developing countries. At the same time, international migration has increased rapidly, international economic interdependency has deepened, IT has progressed dramatically, and knowledge-based societies have emerged, all of which together call for a great transformation of education, a field which has up until now fundamentally been thought of as being within the frameworks of individual countries, to the global agenda. Studying abroad becomes growingly popular, the virtualization of education is developing rapidly, the international linkages of educational organizations for twinning and double degrees continue to evolve, and in higher education in particular, a global market is starting to take shape. The UNESCO World Conferences on Higher Education held in 1998 and 2009, envisioned a future in which higher education would develop in terms of globalization and digitalization. In recent years, education services trade has become a topic of discussion at the WTO and during international free trade negotiations as well.
Building on a big picture understanding of international education activities (aid, exchange, linkages) which display a variety of developments similar to the ones mentioned above, the establishment objectives of this research center are to analyze the international education policies and strategies of international organizations and each countries’ governments form variety of orientations, and to come up with policy analysis frameworks which find a balance between a view of education as something based on the nation-state and national profit and a view of education as something which should contribute public good to the results of global educational development and international society.

    【Detail】In recent years, the role of higher education as a ‘public good’ has been stressed, partly because a strong orientation towards privatization and marketization renders the public aspect of higher education increasingly volatile. The financial crises of 2008 underscored the need for global level collaboration to establish a concrete vision for a sustainable future through multi-polar linkages and dialogues. In this furum, a global framework and perspectives of regions and stakeholders for the future vision of higher education as a public good was discussed.
