Overview

EU-Japan Friendship Week Symposium is an event that the Waseda Institute of Political Economy has been organizing every year since 2001. Last year, we invited Prof. Anand Menon(King’s College London)as a main speaker for this annual symposium, and he gave a lecture on the analysis of the UK referendum on EU membership on 23 June 2016. This year, we have invited Dr. John-Paul Salter, who has been working with Prof. Menon for a large-scale research project “The UK in a Changing Europe”.

Dr. Salter’s talk “The new UK-EU relations: The Brexit negotiations after the General Election of 8 June” consisted of three parts, and each part focused on the past, present, and future of the UK-EU relations respectively. Act I “Past” provided a brief history of the UK-EU relations, while highlighting key points of the result of the UK referendum on EU membership on 23 June 2016. It was pointed out that the referendum campaigns involved very little discussion over the details of Brexit, on the one hand, and raised impossible expectations of many British citizens on the other hand. Act II “Present” focused on the period between the appointment of Theresa May as British Prime Minister and the general election of 8 June 2017. According to Dr. Salter, there was still little political discussion during the general election campaigns on the issue of what kind of Brexit the UK should pursue (hard Brexit, soft Brexit etc.). Therefore, it is hard to interpret the result of the election in terms of public opinions on the Brexit issue. Finally, Act III “Future” summarized current negotiating positions of the UK and the EU, and examined the scenario of hard Brexit with a long transition period as a possibility.

After the talk, Dr. Dandoy (Waesda Institute for Advanced Study, Waseda University) gave comments and exchanged ideas with Dr. Salter on various issues such as the history of European integration and national referenda, the possibility of a grand coalition among mainstream political parties, and the issue of how to interpret the result of the British general election of June 8th. Many interesting questions and comments were also given by the audience. This proved that the lecture provided a lot of food for thought on UK-EU relations.
