【2015/04/14 Seminar Summary】Japan’s Foreign and Security Policy Under the ‘Abe Doctrine’

Prof. Christopher W. Hughes explains the ‘Abe Doctrine’s’ intent, articulation, impact and 3 contradictions. The term ‘Abe Doctrine’ is said by him compared to ‘Yoshida doctrine’.
First, its intent is for radical shift. Both domestic and international revisionism seeks to escape from ‘post-war regime’ or regime of defeat. Second, its articulation is also radical, in terms of ideology dynamism, unfetter military constraints, more equal US-Japan alliance and encirclement of China. Third, its impacts. In terms of national security, caused National Security Council; National Security Strategy; State Secrecy Law, Revised National Defense Program Guidelines; Arms Transfer Principles; Revised ODA Charter, Collective Self-Defense. In terms of US-Japan alliance, caused revision of US-Japan Defense Guidelines, Futenma Replacement Facility and Trans-Pacific Partnership. In terms of East Asia, caused values-oriented (hyperactive) diplomacy and China encirclement. But Abe Doctrine’ has 3 contradictions in itself. 1st: Doctrine predicated on liberalism but fundamentally illiberal. 2nd: ‘Abe Doctrine’ seeks to end post-war regime by revisiting/fixating on history, but it became more and more difficult to escape from it because of the tangled history issues. 3rd: ‘Abe Doctrine’ seeks autonomy/equality internationally through dependence on US, but US-Japan military-strategic integration enhances Japanese fears of abandonment, US fears of entrapment, deepen bilateral tensions. Lastly, prof. Hughes explains Japan’s strategy under Abe by saying that ’Resentful Realism’ redux. Its resentment is against China over strategic surpassing and history, against US over abandonment, and isolation from East Asia. He also touched on the possibility that Japan de-stabilizing presence for regional security.
