allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<h3>Drawn to Coastal Engineering by Typhoon Vera in 1959<\/h3>\n<p>Coastal areas have a lot of flat topography, and are good places for people to live. At the same time however, they can suffer serious damage from coastal disasters such as tsunamis, storm surges, and high waves.<\/p>\n<p>For more than 45 years, coastal engineering specialist Professor Tomoya Shibayama (Department of Civil and Environmental Engineering, School of Creative Science and Engineering) has been researching the mechanisms by which these disasters strike coastal areas, employing methods such as field studies, numerical predictions, and hydraulic experiments to do so. He has headed the investigation teams for numerous disasters, including the 2004 Indian Ocean and 2011 Tohoku tsunami, and the 2018 Palu Bay and Sunda Strait tsunamis (both in Indonesia). In this capacity, he works with local people to devise a variety of countermeasures tailored to the situation.<\/p>\n<p>Prof. Shibayama: &#8220;The basic aim of the research is to avert disaster when a typhoon or tsunami strikes by preventing seawater from flooding in from the coast and damaging people&#8217;s homes, and by predicting how the water will flow and preparing evacuation measures accordingly.&#8221;<\/p>\n<p>Prof. Shibayama&#8217;s interest in coastal disasters was triggered by Typhoon Vera, which struck Japan&#8217;s Ise Bay in 1959. The resulting storm surge caused catastrophic damage, and left a nationwide toll of some 5,000 people dead or missing. A young boy living in Tokyo at the time, Prof. Shibayama says the winds were terrifying there as well\u2014strong enough even to lift the tiles off his neighbors&#8217; houses and blow them all the way over to his. Remembering that experience, as a university student, he began to think about how to prepare for threats from the sea like tsunamis and storm surges.<\/p>\n<h3>Pursuing Research in an International Team<\/h3>\n<p>The regions he is currently focusing on are the Arctic Sea coast and Ghana in West Africa. In the Arctic, global warming is causing the ice to shrink in area. Consequently, sea surfaces that had previously been covered by it are now producing storm surges and high waves, and these are striking coasts that are unprepared for such disasters. Then there are the West African countries, where economic growth has rapidly changed the density of coastal use, increasing the vulnerability to disasters.<\/p>\n<p>Prof. Shibayama: &#8220;Both regions are undergoing very rapid changes. While studying what&#8217;s happening in these regions, we must learn lessons from others as well, including Japan.&#8221;<\/p>\n<p>Prof. Shibayama is studying both the Arctic and Ghana as part of an international joint effort together with researchers both in Japan and abroad. In this connection, the international coastal disaster research network he has built up is proving to be a powerful asset.<\/p>\n<p>Being very prone to natural disasters, Japan has made enormous strides in science and technology to counter them, and many young people head there from all over the world to study disaster science. This is also true of Shibayama Lab., where 25 of the 33 doctoral graduates it has produced to date were international students. After returning to their own countries, many of them become faculty members and researchers in the field of disaster prevention: Shibayama Lab. alumni are currently serving as faculty in 13 universities overseas and seven in Japan. When a disaster occurs, they and similar experts team up and form an international network to investigate it.<\/p>\n<p>Prof. Shibayama: &#8220;Disasters are local events, so unless we understand the region&#8217;s background, we won&#8217;t know what kinds of measures to take. That means it would be inefficient to study them through Japanese teams alone. It&#8217;s important to form international teams to investigate them.&#8221;<\/p>\n<h3>Aiming for Zero Victims<\/h3>\n<p>On January 15, 2022, a volcano erupted on the seabed around Tonga, and the resulting tsunami even reached Japan. However, the event was accompanied by a rare phenomenon that had not been seen since the eruption of Krakatoa in Indonesia 139 years before. First, the volcanic explosion caused pressure waves (pressure fluctuations) in the atmosphere, and their propagation produced a tsunami that reached Japan faster than the usual one caused by such an undersea eruption. The usual tsunami then propagated across the sea. In other words, two different phenomena occurred in succession.<\/p>\n<p>Luckily, the tsunamis arrived when the tide was out. Had it been in, they could have breached the coastline and reached inland. Prof. Shibayama: &#8220;We&#8217;re also investigating whether there are more examples of disasters that differ from past experience.&#8221;<\/p>\n<p>Prof. Shibayama&#8217;s ultimate goal is for there to be zero victims of tsunamis, storm surges, and high waves. The disaster reduction scenarios required to achieve that will be different for each region, with no single one alone being right for the whole of Japan.<\/p>\n<p>In order to create disaster reduction scenarios that take full account of the situation in their region, it will be essential to examine factors such as the results of numerical simulations, predictions about the future post-global warming, and reasonable evacuation methods. Prof. Shibayama will continue to produce materials such as these through his research, and prepare for disasters together with local government officials and residents.<\/p>\n<h5>Profile<\/h5>\n<p>Professor Tomoya Shibayama<br \/>\nDepartment of Civil and Environmental Engineering, School of Creative Science and Engineering<\/p>\n<p>Born in 1953, Prof. Shibayama obtained a bachelor&#8217;s degree and a master&#8217;s degree in civil engineering from the University of Tokyo, receiving them in 1977 and 1979, respectively. He stayed on at the University of Tokyo to receive a doctorate in engineering, then went on to become an associate professor there, then a professor at Yokohama National University. He became a professor at Waseda University&#8217;s Faculty of Science and Engineering in 2009.
