Liang graduated from Peking University with a B.A. in International Relations in 1983. He received his M.A. from Peking University and studied at Keio University in 1987. D. in Law. After working as an associate professor at Yokohama City University and a professor at Hosei University, he was appointed to his current position in 2009. He specializes in Chinese politics and comparative politics. His major publications include The Authoritarian Path to Development: Is Democratization in China Possible?
