He received his Ph.D. in economics from the University of Tokyo. He was an economist of Japan Research Institute, an assistant professor of School of International and Public Policy, Hitotsubashi University, an associate professor of Faculty of Economics, Keio University and the Faculty of Economics, the University of Tokyo. He also served as a chief economist of Policy Research Institute, Ministry of Finance, a Senior Scientific Research Specialist, Ministry of Education, Culture, Sports, Science and Technology and a visiting researcher of Secretariat of the House of Councilors.
