Employment of persons with disabilities remains skewed towards non-regular positions and simple tasks, with few being hired as strategic personnel within companies. Conversely, Sweden and Finland achieve high outcomes in both quantity and quality without imposing mandatory employment quotas on companies. They utilise matching support, wage subsidies for 3-5 years, and ongoing employment support. This research elucidates this contrast from the perspective that \u2018institutional design elements (hereafter termed policy parameters) direct corporate behaviour\u2019. Specifically, it will: (1) extract key parameters through institutional comparisons of Japan, Sweden, and Finland; (2) identify conditions under which firms perceive disability employment as \u201chuman capital investment\u201d rather than \u201ccost\u201d; (3) theorise the causal mechanisms linking policy and corporate behaviour through equilibrium analysis; and (4) validate the model via field research and econometric analysis. The principal investigator possesses a track record and network in Nordic studies, while the co-investigators have strengths in quantitative analysis and Finnish research.
