\nThe survival of international organizations (IOs) sometimes depends on whether international law evolves quickly\u00a0enough to keep up with changing global conditions and member preferences. One way in which the law can evolve\u00a0is through the decisions of international adjudicators. Adjudicators can shift international law\u2019s meaning as they\u00a0reinterpret state obligations over time. When adjudicators successfully adapt the law, they can promote compliance.\u00a0However, this process is often gradual and may not happen quickly enough. We analyze these dynamics at the\u00a0World Trade Organization (WTO). We present both large-N and case study evidence of how WTO adjudicators try\u00a0to promote compliance. We find that adapting legal precedent\u2014specifically, narrowing the scope of previous rulings\u2014can lessen the burden placed on dispute respondents and encourage compliance. Of course, this adaptation\u00a0does not happen in every dispute. Hence, the WTO illustrates the tension that endangers IO longevity. Our findings\u00a0lend insight into the lifecycle of IOs as well as the ways in which international law evolves under the pressure of\u00a0state resistance.<\/p>\n
