According to second-order election theory turnout should be lower in
regional elections than for national election because there is ¡Æless
at stake¡Ç. In this paper, we study the effects of election cycles and
regional authority which should affect the ¡Æstakes¡Ç of regional
elections and subsequently the willingness of voters to cast their
vote. We analyze turnout for 2529 regional elections held in 18
countries between 1941 and 2009 and find that turnout in regional
elections increases significantly to the extent that regional
elections are held at the same date or close to national, other
regional and local elections. In addition, we find an effect of
regional authority but only for non-simultaneous regional elections
which suggest a conditional effect.
