Guidelines on Appropriating Funds to Cover General Administrative Expenses Incurred from Academic Research Collaborations with External Bodies

Article 1 (Purpose)

As a part of the effort to improve research and educational activities as well as to enhance financial infrastructures, Waseda University shall establish a system to appropriate a part of the funds for academic research collaborations with external bodies (hereinafter referred to as gexternal fundingh) to cover general administration expenses that Waseda University incurs (hereinafter referred to as the gAppropriation System for General Administrative Expensesh).

 

Article 2 (External Funding Received)

2.1 The external funding below shall be subject to appropriation to cover general administrative expenses:

(1)   External funding for academic research/educational activities contracted by external bodies

(2)   External funding for academic research/educational activities to work with external bodies

(3)   External funding for running chair courses that conduct chair research projects

(4)   Donations to designated organizations

 

2.2 Despite the provisions of Items 1(1), 1(2), and 1(3), Article 2, above, external funding accepted by the Extension Center as part of its business shall not be subject to appropriation to cover general administration expenses.

 

2.3 Despite the provisions of Item 1(4), Article 2, above, the donations to designated organizations specified below shall not be subject to appropriation to cover general administration expenses:

(1)   Donations to foundations established by Waseda University

(2)   Donations accepted to establish foundations

(3)   Donations for scholarships

(4)   Donations to education promotion funds

(5)   Donations to supportersf associations

(6)   Donations to student organizations (e.g., Wasedafs athletic clubs and student club) or individuals

(7)   Donations to commemorative funds (including those for preparation)

 

2.4 Despite the provisions of Item 1, Article 2, with special approval by Waseda University, such external funding may be exempt from appropriation to cover general administration expenses.

 

Article 3 (Category of Department Offices)

3.1 External funding, which is subject to appropriation to cover general administrative expenses as provided in Article 2, shall be classified in either of the following categories:

(1)   Total amount of external funding for the department offices of laboratory work

(2)   External funding of more than JPY 300,000 for department offices other than those of laboratory work

 

3.2 Department offices of laboratory work shall be specified in the schedule below.

 

3.3 Despite the provisions of Items 1 and 2, Article 3, appropriation for research organizations shall be separately provided.

 

Article 4 (Amount to Be Appropriated)

4.1 Ten percent of external funding shall be appropriated to cover general administration expenses.

 

4.2 Despite the provisions of Item 1, Article 4, above, if any organization that provides external funding allows the appropriation of a percentage more than that specified in Item 1, Article 4, above to cover general administrative expenses, Waseda University may accept such appropriation percentage.

 

Article 5 (Reporting)

At the end of the fiscal year, the division that accepts the funds shall report on the total amount of general administrative expenses for the said fiscal year to Waseda University.

 

Article 6 (Jurisdiction)

The Research Promotion Division shall be in charge of the Appropriation System for General Administrative Expenses.

 

Article 7 (Administration)

The administrative director of the Research Planning Section in the Research Promotion Division shall be in charge of the administration of the Appropriation System for General Administrative Expenses.

 

Appendix

(Effective Date)

1. The Guidelines shall become effective on April 1, 1998.

(Reexamination of the System)

2. After the Guidelines are put into effect, Waseda University shall reexamine the Appropriation System for General Administrative Expenses and relevant clerical measures by the end of fiscal 2000.

 

Appendix (Regulation No. 99.48 as of March 25, 2000)

The revised Guidelines shall become effective on April 1, 2000.

 

Appendix (Adjustment) (Regulation No. 02.37-2 as of December 9, 2002)

The revised Guidelines shall become effective on December 9, 2002.

 

Appendix (Regulation No. 02.70-10 as of March 31, 2003)

The revised Guidelines shall become effective on April 1, 2003.

The revised Guidelines shall become effective on December 19, 2003.
