Article 1. General Provisions
(Name)
1.1 This association shall be called " Waseda University Alumni Association (WUAA)."
(Objectives)
1.2 The objectives of the WUAA shall be:
to maintain mutual communication amongst alumni and enrich their organization;
to foster a cooperative relationship between Waseda University and the alumni members and enhance the partnership with them;
to foster Waseda University's business.
1.3.1 The official headquarters of WUAA shall be located within Waseda University's campus and its branches in each prefectural and city government, within the 23 Wards in Tokyo, and in Tama district. Also, the Alumni Association shall be able to operate branches abroad.
1.3.2 Organizations that are set up by alumni in the community, the occupational field, job type, faculties and departments, provided that they are reported, shall be registered as Tomonkai.
1.3.3 Out of the Tomonkai organizations overaseas, those that are set up by people who represent the nation and posess its own citizenship, shall be called Alumni Associations.
1.3.4 Any matter concerning branches and Tomonkai shall be determined through special provisions. Matters concerning Alumni Associations abroad shall be pursuant to that of Branches.
(Tomonsai Festival and Alumni Convention)
1.4.1 Tomonsai Festival shall be held once a year to maintain mutual communication amongst alumni.
1.4.2 The President shall be able to organize Alumni Convention at need in order to accomplish WUAA's objectives.

Article 2. Members
2.5 WUAA shall comprise of the following members: 1. Full members 2. Associate members 3. Parent members (Full members)
2.6.1 Full members shall correspond to any of the following: 1. Alumni of Waseda University 2. Faculty alumni 3. Honorary alumni 2.6.2 Full members shall not become parent members.
(Associate members)
2.7 Associate members shall be enrolled in undergraduate courses at Waseda University.
(Parent members)
2.8 Parent members shall refer to the parents of associate members. However, nothing shall construe them of remaining parent members after their associate members become full members.
(Faculty alumni)
2.9 Faculty alumni shall mean members not corresponding to the first and third clause of Article 6, out of current or former Faculty members of Waseda University.
(Honorary alumni)
2.10.1 Honorary alumni shall mean those full of personality and insight, eligible to be recommended for Waseda University alumni and are approved by the board of representatives.
2.10.2 Any matter concerning Honorary alumni shall be determined through special provisions.
(Memebership fee)
2.11.1 Memebers shall pay a set membership fee.
2.11.2 Any matter concerning membership fees shall be determined through special provisions.
2.11.3 WUAA shall primarily perform a sevice to those who pay the membership fee.
(Notification)
2.12 Memebers shall immediately notify the Alumni Association's headquarters and the head branch or headquarters of Tomonkai of any changes of address, name, and occupation.
(Awards)
2.13.1 WUAA shall be able to recognize alumni who have made an outstanding contribution to WUAA.
2.13.2 Any matter concerning alumni's recognition shall be determined through special provisions.

Article 3. Board Members
(Board Composition)
3.14 The Board of WUAA shall consist of the following officers: 1. The President 2. A Chairperson 3. A few Executive Committee members 4. Organizers (not more than 50 people) 5. Accountants (not more than three people) (Board Members' Duties)
3.15 The duties of the Board members shall be as follows: 1. The President shall control the overall duties of the Board and represent WUAA. 2. The Chairperson shall assist the President, enforce conventionally-mandated decision Board duties and take responsibility for its enforcement. He shall be able to have the Executive Committee members share the enforced Board duties when necessary. 3. Executive Committee members shall assist the Chaiperson. 4. Organizers shall consist of Committees. 5. Accountants shall examine the accounts. (Selection process of Board members)
3.16.1 Board members shall be chosen as follows: 1. The Chancellor of Waseda University shall assume power as President. 2. Organizers shall be appointed by the President out of members upon apporoval of the board of representatives. 3. The Chairperson shall be appointed out of Organizers by the President upon apporoval of the board of representatives. The President shall name a deputy out of Executive Committee members in the absence or unavailability of the Chairperson. 4. Executive Committee members shall be appointed out of the Organizers by the Chairperson with the apporoval of the President. 5. Accountants shall be appointed out of the members by the President with the apporoval of the board of representatives. 3.16.2 Notwithstanding the provisions of second clause of preceding paragraph, a few of Organizers shall be appointed out of the officers of Waseda University according to their duties, by the President, who shall report to the board of representatives.
(Board Members' Term of Office)
3.17.1 Board members except for the President shall be chosen for a four-year term. However, they shall continuously conduct their duties by the time their successors shall be selected.
3.17.2 Substitutes shall be chosen for the remaining terms of predecessors.
(Recruitment of Board Members)
3.18 A vacancy for members of the Board shall be filled in accordance with the provisions of paragraph 16. However, it shall be able to be postponed until the next Board member selection.

Article 4. Delegates and Board of Representatives
(Delegate system)
4.19.1 WUAA shall consist of not more than 1200 Delegates.
4.19.2 As the WUAA's supreme legislative body, Delegates shall form the Board of Representatives.
4.19.3 Any matters concerning the selection of delegates shall be determined through special provisions.
(Duties and resolution of delegates)
4.20.1 The Board of representatives make decisions on: 1. The approval of organizers and Chairperson 2. BBudget, settlement of accounts, borrowing (except for temporary ones redeemed by current fiscal year's revenue), and matters on important asset acquisition and disposal. 3. Modification of regulations and formulation, improvement, and elimination of bylaws 4. Important matters on profit-making business 5. Important matters on WUAA operations 4.20.2 Unless otherwise provided in the WUAA bylaws, The Board of Representatives shall pass a resolution with the majority of attendees.
(Convening of Board of Representatives)
4.21.1 The President shall convene the Board of Representatives biannually, in spring and fall.
4.21.2 The President shall be able to convene the Board of Representatives on an ad hoc basis, should the President or one-tenth of the total delegates perceive a need to.
4.21.3 The President shall take the chair of the Chairperson of the Board of Representatives.
However, the Chairperson shall be able to act under President's orders.
4.21.4 The Board of Representatives shall not be able to resolve matters unless there is more than one-tenth of total delegates' attendance. However, it shall be able to consider delegates as present by proxy.
(Term of delegates)
4.22 Article 17 (of the Term) of Bylaws shall be applicable to the Board of Representatives.

Article 5. Organizer convention and committee
(Organizer convention)
5.23.1 WUAA shall set up organizer convention, which shall consist of; 1. Chairperson 2. Executive Committee members 3. Vice Chairman of the Committee 4. Local board of representatives (named by the Chairperson) 5.23.2 Organizer convention shall determine duties of WUAA. However, it shall be able to consult each committee when necessary.
5.23.3 The Chairperson shall convene Organizer convention and shall preside at it.
(Committee)
5.24.1 The WUAA shall set up a Permanent Committee, as well as a Special committee when necessary.
5.24.2 The Committee shall consist of organizers.
5.24.3 The Committee shall deliberate matters on the following events, and enforce them under the instructions of the Chairperson: 1. Advisory matters by the Chairperson or Organizer convention 2. Matters under the control of each Committee 5.24.4 The Chairperson of the Permanent Committee shall be an Executive Committee member, who shall preside at the Committee. However, the Chairperson shall name the Special Committee's Chairperson.
5.24.5 The Chairperson shall name the Vice Chairman of the Committee
5.24.6 Any matter concerning the Committee shall be determined through special provisions.

Article 6. Honorary adviser and Adviser
(Honorary adviser and Adviser)
6.25.1 The WUAA shall be able to consist of a few Honorary advisers and Advisers.
6.25.2 Honorary adviser and Adviser shall be as follows: 1. "Honorary adviser" shall be former President of WUAA 2. "Adviser" shall be the WUAA's Chairperson or a former Executive Committee member who has served for two-terms, more than eight years. 3. The President shall delegate Honorary advisers and Advisers.

Article 7. Supporting Delegates
(Supporting Delegates)
7.26.1 WUAA shall be able to confer the name of Supporting Delegates who have made a continuous contribution to the WUAA after their retirement.
7.26.2 Any matter concerning Supporting Delegates shall be determined through special provisions.

Article 8. FINANCIAL REGULATIONS
(Fiscal year)
8.27 WUAA's fiscal year starts on April 1st and ends on March 31st the following year.
(Overhead expenses)
8.28 WUAA's overhead expences are paid from the revenues, such as membership fees, donations, Waseda University report subscription fees and return on assets.
(Operational expenses reserve)
8.29.1 Excess of income over expenditure each fiscal year shall be transferred to the operational expenses reserve. Excess of expenditure over income shall be compensated from the operational expenses reserve.
8.29.2 Use of Operational expenses reserve, except for the preceding paragraph, shall be able to be conducted upon approval of two-thirds of delegates present at the board of representatives meeting.
(Budget)
8.30 The Chairperson must draw up the revenue and expenditure budget for each fiscal year, and get the Board of respresentative's approval by the end of the previous fiscal year.
(Account settlement)
8.31 The Chairperson must draw up the revenue and expenditure account settlement for each fiscal year, send the accountant's audit report to the board of representatives, and get approval at the fall-time board of representatives meeting.
(Financial regulations)
8.32 Any matter concerning WUAA's financial regurations shall be determined through special provisions.

Article 9. Selection Procedures for Waseda University assembly members for budget
(Selection Procedures for assembly members for budget)
9.33.1 The WUAA shall select assembly members for the budget under the provision of Waseeda University's regulations.
9.33.2 Any matter concerning assembly members for the budget shall be determined through special provisions.

Article 10. Miscellaneous Provisions
(Waseda University's scope)
10.34.1 The first clause of Article 6 in WUAA's bylaws shall include those graduated from or complete:
• Higher school under the old system of education (Tokyo Senmon Gakko (College), Daigaku-bu, Senmon-bu(Jjnior colleges), School of Education, First Higher School, School for Chinese Students, Senmmon Gakko School Act, Undergraguate school under the old system of education, Prelimnary course, Graduate school)
• University under a new system (Undergraduate school, Graduate School)
• High school under the old system of education (Koushu Gakko, Koto-Kogakko,engineering school, Applied Fine Art Institute, Affilliated engineer traning school, Daiichi-Koto-Gakuin, Daini-Koto-Gakuin)
• High school under a new system (Technical high school)
• Advanced Teacher's Training Course
• Sangyo-Gigyutsu-Sensyu-Gakko-Honka
• Technical school
• Art and Architecture School of Waseda University (specialized program)
10.34.2 Postdoctorals of University under a new system in preceding paragraph shall contain those who have left school submitting a thesis out of doctoral course requirements.
10.34.3 Out of the schools reffered to in the first paragraph, Higher school under the old system of education, High school under a new system (Technical high school), Advanced Teacher's Training Course, Sangyo-Gigyutsu-Sensyu-Gakko-Honka, Art and Architecture School of Waseda University is not existing any more by organization reform.
(Modification of bylaws)
10.35 These bylaws shall not be able to change with two-thirds apporoval of the delegates present at board of representatives meetings.
(Formulation, improvement, and elimination of bylaws)
10.36 Formulation, improvement, and elimination of bylaws shall be carried out by the resolution of delegates.
(Secretariat)
10.37.1 WUAA shall locate a secretariat in order to hold jurisdiction over its duties within the Headquarters.
10.37.2 Any matter concerning the secretariat shall be determined through special provisions.

Supplementary provisions
1. This revised bylaws shall be enforced on May 20 1990 and applied on April 1 1990.
2. Bylaws enforced on April 1 1987 shall be eliminated on the day of this bylaws' enforcement.
3. Those left with only having to submit thesis out of the doctoral course requirements before the enforcement of the revised bylaws, shall be considered as those who given a membership on a reference date following notwithstanding the provisions of fourth paragraph. Treatment as members shall be the same as postdoctorals whose grade shall belong to their reference date. 1. The appropriate Alumni before March 31 1987, March 31 1987 2. The appropriate Alumni from April 1 1987 to March 31 1988, March 31 1988 3. The appropriate Alumni from April 1 1988 to March 31 1989, March 31 1989 4. The appropriate Alumni from April 1 1988 to March 31 1989, March 31 1989 4. Those who shall be Chairperson and Executive Committee members before the enforcement of the revised bylaws, shall be considered as those who shall be considered as selected by these bylaws. However, their term shall be by May 31 1990, notwithstanding the provisions of first clause of 13th paragraph.
5. Those who shall be committee members before the enforcement of the revised bylaws, shall be considered as organizers who shall be considered as selected by these bylaws. However, their term shall be by May 31 1990, notwithstanding the provisions of first clause of 13th paragraph.
6. Those who shall be organizers before the enforcement of the revised bylaws, shall be considered as delegates who shall be considered as selected by these bylaws. However, their term shall be by May 31, 1990, notwithstanding the provisions of 17th paragraph.
7. The term of board members selected by the revised bylaws shall start on June 1 1990.
Supplementary provision
This bylaws shall be enforced on October 9, 1991 and applied to Faculty members on April 1 1990.
Supplementary provision
This bylaws shall be enforced on April 1, 1997.
Supplementary provision
This bylaws shall be enforced on April 15, 1998.
Supplementary provision
This bylaws shall be enforced on July 3, 1998.

The bylaws of the provisions of 7th paragraph shall apply on April 1, 2002. However, in the case that undergraduates pay the association membership fees set up in the membership fee provision before the enforcement of revised bylaws, they shall be considered as associate members.

This bylaws shall be enforced on October 5, 2002.
Supplementary provision
This bylaws shall be enforced on October 3, 2003.
Supplementary provision
This bylaws shall be enforced on October 1, 2005.

Branches and Tomonkai Regulations

(Basis of the regulations)
1 This regulations shall be determined through the provisions of fourth clause of paragraph 3 of Bylaws. Branches and Tomonkai matters shall be based on this regulation.
(Branches)
2.1 The branches shall be organization's local representative body in each prefectural and city government, within the 23 Wards in Tokyo, and in Tama district.
2.2 Branches shall consist of the following officers: 1. District branch leader 2. Vice district branch leader 3. Secretary general 4. Other officers required by the branches 2.3 Branches shall notify the President immediately of a transfer or change in the following clauses: 1. District branch leader, Vice district branch leader, and Other officers in branches 2. Bylaws of branches 3. Location of office 4. Delegates or Waseda University assembly members for budget 2.4 Bylaws on branches of second clause of preceding paragraph shall regulate on the following clauses: 1. District branch leader, Vice district branch leader, and Other officers in branches 2. Selection process of Board members defined in terms of the preceding clauses 3. Selection process of delegates and Waseda University assembly members for budget 4. The relationship between Tomonkai in the same area 5. Revising process of bylaws of branches (Tomonkai)
3.1 Tomonkai shall be located to headquarters or branches as follows: 1. Local Tomonkai 2. Occupational field Tomonkai 3. Annual Tomonkai 4. Seminar Tomonkai 5. Group activity Tomonkai 6. Team Tomonkai 7. Voluntary Tomonkai 8. Overseas Tomonkai 9. School and Department Tomonkai 3.2 Tomonkai shall notify the President of matters as the following clauses: 1. Constituent unit of members or range of area 2. Representative and other officers 3. Bylaws of society 4. Location of office 5. Membership roll 3.3 Tomonkai that shall cosist of Alumni in each branch must get prior approval of that branch as stated in the preceding paragraph.
(Governing association of Tomonkai )
4 The Headquarters shall hold jurisdiction of Tomonkais that are provided from second to ninth clauses in the first section of third paragraph.

Honorary Alumni Selection Regulations

(Basis of the regulations)
1. This regulations shall be determined through the provisions of second clause of paragraph 10 of Bylaws. Matters on Honorary Alumni Selection shall be based on these regulations.
(Requirements)
2.1 Those who satisfy the preceding first clause, are hoping to become members and are recommended by the branches and Tomonkai have the qualifications required for becoming Honorary Alumni. 1. Those who have been enrolled in any institutions which have educational corporation with Waseda University 2. Those who have completed the 1 year professional course at the Systems Science Institute, Waseda University. 3. Those who have completed Waseda University's extension center open college 4. Those who have been enrolled in the School of Law or have taken the course for chartered accountants, and at the same time have passed the bar exam or chartered accountant exam 5. Those who were conferred a PhD degree by Waseda University without attending a graduate course at Waseda University 2.2 Those who are appropriate to following each of first clause but not meet the requirement of each clause preceding paragraph shall be able to be recommended for organizer convention. 1. Those who are Waseda University officials and are also recommemded by Waseda University 2. Those who are admitted to be appropriate in committee of general purpose (Recommendation procedures)
3.1 Regarding Reccomendations as provided in the preceding Article, candidates' residential branch or metropolitan Tomonkai, or the Tomonkai to which they are attached to (or the provisions of clause from second to ninth of paragraph 1, Article 3, Regulations on branches and Tomonkai ) shall submit to the President resumes and qualification documents to certify recommendation.
3.2 In the case that candidates shall correspond to the provisions of second and third clause of paragraph 1, Article 2, representatives or chief of organizations shall be able to recommend them notwithstanding the provisions of the preceding paragraph.
3.3 Notwithstanding the provisions of second clause of preceding paragraph, a few of Executive Committee members shall be appointed out of the officers of Waseda University according to their duties by the President, who shall report to the board of representatives.
3.4 In the case that candidates are appropriate to the provisions of first clause of second paragraph, preceding Article, shall be recommended by Waseda University notwithstanding the provisions of first paragraph.
(Selection procedures)
4 Honorary alumni selection shall be decided by the Organizer convention's consensual decision making through the discussion of committee of general purpose, and must get board of representatives' approval.
(Personal procedures and effectuation)
5.1 Those who are approved to become Honorary Alumni by the board of representatives must submit admission pledge card and promptly make ten-year lump-sum payment. They shall become Honorary Alumni retroactive to decision date in board of representatives at the moment payment was conducted.
5.2 In the case that candidates are appropriate to the provisions of first clause of second paragraph, Article 2, Waseda University shall mail 100,000 yen delivery (they are not charged annual membership fee after its valldity), provided that candidates offer to make payment.
5.3 In the case that candidates are appropriate to following the provisions of first clause of second paragraph, Article 2, shall be recommended by Waseda University notwithstanding the provisions of the paragraph.

This revised bylaws shall be enforced on May 20, 1990 and applied on April 1, 1990.

This regulation shall be enforced on October 9, 1991 and applied to Faculty members on April 1, 1990.

Membership Fee Regulations

(Basis of the regulations)
1 This regulations shall be determined through the provisions of second clause of paragraph 11 of Bylaws, and matters on membership fee amounts shall be based on this regulation.
(Annual membership fee)
2.1 Annual membership fee of full member shall be 5,000 yen.
2.2 Annual membership fee of parent member shall be 4,000 yen.
(Lifetime membership fee) *Acceptance has stopped (2001. Oct. board of representatives' report)
3.1 Full member's lifetime membership fee shall be 100,000 yen. However, fees for full members over 60 years old shall be 50,000 yen.
3.2 Those who pay lifetime membership fee shall be a paid-up member hereafter.
(Associate member's membership fee)
4 The membership fee for associate members, set up in bylaws Article 7 shall be 40,000 yen worth for ten years after their graduation.
(Payment procedures)
5 The payment of membership fees shall be cash payment, postal transfer, bank transfer, electronic withdrawal, Waseda credit card's withdrawal. In adition, membership fees set up in the preceding article shall be paid with second term academic fees in senior as account matter.
(Other Regulations)
6 Matters not set up in these regulations shall be consulted with organizer convention through the proceeding of committee of finance, and set up in the board of representatives. Another bylaw shall be made on the payment of associate member's membership fee.

This regulation shall be enforced on May 20, 1990 and applied on April 1, 1990.

Awards Regulations

(Basis of the regulations)
1 This regulations shall be determined through the provisions of second clause of paragraph 13 of Bylaws, matters on awards shall be based on this regulations.
(Prize-giving procedures)
2 Prize-giving shall be following three types: 1. Presentation of testimonial and commemorative gift 2. Presentation of testimonial presentation 3. Presentation of certificate of gratitude The President shall conduct prize-giving, consulting with organizer convention through the proceeding of committee of general purpose.

This regulation shall be enforced on May 20, 1990 and applied on April 1, 1990.

Delegates' Selection Regulations

(Basis of the regulations)
1 This regulations shall be determined through the provisions of third clause of paragraph 19 of Bylaws, matters on selection of delegates shall be based on this regulation.
(Selection Classifications)
2.1 Delegates shall be selected by the following classifiations: 1. Board members set up in bylaws of Article 14: within 60 members 2. Those who shall be selected as the chief of each prefectural and city government branch bureau, or as Secretary general for the purpose of the position: within 48 members 3. Those who shall be selected as metropolitan Tomonkai Secretary general for the purpose of the position: within 50 members 4. Those who shall be selected as bureau chief or secretary-general of Annual Tomonkai: within 50 members 5. Those who shall be selected with respect to each prefectural and city governments: within 777 members 6. Those who shall be selected from occupational field irrespective of residence: within 100 members 7. Those who shall be selected from Annual Tomonkai: within 50 members 8. Those who shall be admitted as necessary to enforce the organization: within 200 members 9. Those who shall be selected as university Senior Dean for the purpose of the position: within 15 members 10. Those who are nominated by the Chancellor of Waseda University: within 50 members 2.2 Delegates that are selected through first, second, third and fourth paragraph of preceding paragraph shall promptly change off incomer.
2.3. Delegate that are selected through fourth and seventh items of the first paragraph shall be selected from the Annual Tomonkais of 1st and 50th year after graduation at the time of election.
(Selection process)
3.1 Delegates shall be selected out of Alumni that have paid the membership fee.
3.2 The number of delegates selected according to the regulations set out in fifth clause of preceding Article shall admeasure through the resolution of the board of representatives, taking the number of the Alumni that pay membership fees into consideration, shall be chosen as follows: 1. Delegates that are admeasured in Tokyo metropolitan area shall be admeasured to each Tomonkai, taking the number of the Alumni that pay membership fees into consideration. Delegates shall be selected following each Tomonkai's prescribed regulations. 2. Delegates that are admeasured in each branch shall be selected out of the Alumni members residing in each branch, following each branch's prescribed regulations. However, in principle,those who shall be selected as the chief of each prefectural and city government branch bureau, or as Secretary general shall be selected as delegates. 3.3 Delegates prescribed the regulation of sixth clause of first paragraph of preceding Article shall be selected from each of them who are recommended by occupational field Tomonkai that was approved by the executive committee. Any matter concerning apporoving of delegates shall be determined through special regulations.

Countenance the Delegates Regulation

(Basis of the regulations)
1 This regulations shall be determined through the provisions of second clause of paragraph 26 of Bylaws, matters on countenancer delegates shall be based on this regulation.
(Appellation)
2.1 Those who have made an outstanding contribution and are deemed appropriate under the first in each clause, and from the resigned delegates over sixty year of age, shall be able to confer the name of WUAA patronage delegates (hereafter referred to as patronage delegates). 1. Those who have over twelve years tenure as delegates in their career. 2. Those who have over eight years tenure as vice district branch leader, Tomonkai president, headquarter organizer or accountants, as well as over eight years tenure as a delegate of in their career 2.2 Those who have resigned from the position of preceding paragraph prior to the age of sixty and are appropriate to first clause of preceding paragraph shall be able to confer the name of patronage delegates after they reach the age of sixty.
(Presentation)
3.1 WUAA shall confer the name of patronage delegates to candidates that have been recommended by the committee of general purpose and decided by organizer convention.
3.2 Patronage delegates shall be presented with a book of records of patronage delegates and a commemorative gift.
(Treatment)
4 WUAA treats the patronage delegates with the following courtesy: 1. Invitation to ceremonies and other important events 2. Presentation of publications and others

Committee Regulations

(Basis of the regulations)
1 This regulations shall be determined through the provisions of sixth clause of paragraph 24 of Bylaws, matters on committee shall be based on this regulations.

Regulations of Assembly members for budget Election

(Basis of the regulations)
1 This regulations shall be determined through the provisions of second clause of paragraph 33 of Bylaws, matters on election of assembly members for budget shall be based on this regulations.
(Selection Classifications)
2.1 The number of assembly members for budget that WUAA selects shall be no more than 920 members and shall be selected by the following classifiations: 1. Those who shall be selected as each of prefectural and city governments branch leader and one vice branch leader: 96 members 2. Those who shall be selected for the position of "President" of Tokyo metropolitan Tomonkais: 50 members 3. Those who shall be selected for the position of President of Annual Tomonkais: 25 members 4. Those who shall be selected with respect to each prefectural and city governments: within 510 members 5. Those who shall be selected with respect to each Tomonkai and nominated by headquarters set up in from second to ninth clause of first paragraph, Article 3 of Regulations on branches and Tomonkai: within 239 members 2.2 Assembly members for budget who are selected in first, second and third clause of preceding paragraph shall promptly change with the incomer.
2.4 The number of assembly members for budget, selected in fourth clause of first paragraph shall be admeasured each of prefectural and city governments, taking the number of the Alumni that pay the membership fee into consideration upon basic admeasurement.
2.5 The number of members that pay the membership fee in the provision of first paragraph, shall be calculated on the last day of January, of the delegates' re-election year.
2.6 Those who are selected from nationwide occupational field Tomonkai, out of Assembly members for budget in fifth clause, first paragraph, shall be the president of occupational field Tomonkai that was approved by executive committee. Any matter concerning the approval stated above shall be determined through special provisions.
(Election process)
3.1 Assembly members for budget from WUAA shall be selected out of Alumni that pay the membership fee.
3.2 Assembly members for budget that are admeasured in by fourth clause of first paragraph of preceding Article shall be chosen as follows: 1. Assembly members for budget that are admeasured in Tokyo metropolitan area shall be admeasured to each Tomonkai, taking the number of the Alumni that pay the membership fee into consideration. Assembly members for budget that are admeasured to each of prefectural and city governments shall be selected out of that members in the way that each Tomonkai prescribed. 2. Assembly members for budget that are admeasured to the 46 prefectures excluding the Tokyo metropolitan area shall be selected out of the Alumni members residing in each branch, in the way that each branch prescribed. 3. The number of members that pay the membership fee in the provision of first clause, shall be comformed to the regulations set out in fifth paragraph of preceding Article. 3.3 Assembly members for budget in the provision of fifth clause of first paragraph of preceding Article (except those who are selected from Tomonkai in the provision of second clause of first paragraph of Article 3 in Regulations on branches and Tomonkai ) shall be chosen by executive committee. 3.4 Those who are selected from the multiple election shall be considered to be selected from single classification prescribed in the regulations of first paragraph of preceding Article.
3.5 Assembly members for budget in the provision of fifth clause of first paragraph of preceding Article, shall vote in the election district in the provision of fourth clause of eleventh paragraph of Regulations of Assembly members for budget Election notwithstanding their residence, in councilor election by the assembly members for budget.

4 All existing vacancies for assembly members for budget shall be replaced. However, the replacement shall able to be postponed until the next election.

Internal regulations on the payment of membership fees by associate members

(Preamble)
1 Matters related to the payment of membership fees by associate members shall adhere to the terms and conditions stipulated by the following internal regulations, which are based on Article VI of the Membership Fee Regulations.
(Membership Fee Payment Terms)
2 Membership fees shall be paid along with second term academic tuition fees in the fourth year by the associate member, or person responsible for paying the student's tuition such as the guarantor.
(Refund of Membership Fees)
3.1 When any of the following conditions have been met, the WUAA shall refund the paid membership fee in its entirety to an individual under the following conditions: 1. When an associate member, who has paid his or her membership fees, is not able to qualify for a full membership due to withdrawal, expulsion, etc. from the University. 2. When a request for a refund is made to the WUAA by the guarantor (or "fee-payer") due to exceptional circumstances, including the associate member's unemployment or sudden changes in a guarantor's household finances, before the associate member who has paid his or her fees, could qualify for full membership. 3.2 When an associate member (or rightful claimant) who has qualified for full membership and has paid in full (hereafter to be referred to as "the principal"), makes a request to the WUAA for a fee refund, the refund amount shall be calculated according to the following formula. Formula :
40,000 yen – [(the number of years counting from the fiscal year in which the associate member, who has paid in full, becomes a full member until the fiscal year in which the principal requests a refund of the membership fee) × 5000 yen]
(Accountability)
4 Information regarding this organization shall be explained to associate members and their guarantors at the time of admission through the following methods: 1. Stipulation of expense items and amounts in entrance examination and admissions guidance materials. 2. After a student has been admitted, students and their guarantors shall be kept informed about the activities of the WUAA, as well as its mission, background, and services. 3. All other information deemed important shall be disseminated by the WUAA through appropriate channels.
